Broadway Avenue Meridian, Idaho 83642 RE: Second Amendment to the Meridian Revitalization Plan Urban Renewal Project Dear Mayor Simison: In compliance with the Idaho Urban Renewal Law of 1965, as amended, Chapter 20, Title 50, Idaho Code (the "Law") and the Local Economic Development Act, as amended, Chapter 29, Title 50, Idaho Code (the "Act"), I am pleased to provide you with a copy of the Second Amendment to the Meridian Revitalization Plan Urban Renewal Project (the "Second Amendment") adopted by the Meridian Development Corporation on May 12, 2021, pursuant to Agency Resolution No. 21-023, a copy of which is also enclosed. Public Hearing and Ordinance Readings Under the provisions of the Law and the Act, a public hearing must be held by the City Council prior to final reading of the Ordinance adopting the Second Amendment. I am herewith requesting that you schedule the readings and the public hearing before the City Council in conformance with the City's Ordinance approval process. I understand the tentative schedule to be as follows: the first reading of the Ordinance on Tuesday, June 22, 2021, at 6:00 p.m.; the public hearing will be scheduled for Tuesday, July 6, 2020, at 6:00 p.m. in the City Council Chambers at City Hall, which will coincide with the second reading of the Ordinance; and, the final reading of the Ordinance will be scheduled for Tuesday, July 13, 2021, at 6:00 p.m. Publication of Public Hearing Notice and Transmittal to Affected Taxing Entities I have also requested that the City Clerk publish notice of the public hearing and transmit the notice, the proposed Second Amendment and the Agency resolution recommending adoption of the Second Amendment to the governing bodies of each taxing district affected by the revenue allocation financing provisions contained in the Second Amendment no later than Friday, May 21, 2021. These taxing entities will have received the referenced information no later than at least 30 days prior to the proposed hearing date but not more than 60 days prior to the date set for the final reading of the Ordinance as required by the statute, and publication of the notice in the Meridian Press no later than 30 days prior to the public hearing date but not more than 60 days prior to the date set for the final reading of the Ordinance. With the public hearing scheduled for July 6, 2021, and the final reading of the Ordinance scheduled for July 13, 2021, first publication of the notice and receipt of the information by the taxing entities by May 21, 2021, should comply with the statutory requirements. A second publication date on Friday, June 4, 2021, should also be arranged. Planning & Zoning Commission Finding of Conformity The Second Amendment must also be reviewed by the Planning & Zoning Commission within this same time frame. The Commission will need to make a finding concerning conformity with the City's Comprehensive Plan. I understand the Commission has scheduled a meeting for Thursday, June 3, 2021, to consider the Second Amendment. Thank you for your cooperation in this matter.
