Dear President Goldthorpe:
Attached is a copy of a formal notice that will be published in the Meridian Press on May 21, 2021, and
June 4, 2021, advising that the Meridian City Council will hold a public hearing at the Meridian City Hall, 33
E. Broadway Avenue, Meridian, Idaho, on Tuesday, July 6, 2021, at 6:00 p.m., to consider adoption of the
Second Amendment to the Meridian Revitalization Plan Urban Renewal Project (the “Second
Amendment”), concerning the deannexation of two distinct geographic areas from the existing Meridian
Revitalization Plan Project Area (also referred to as the “Downtown District”) of the Urban Renewal Agency of
Meridian, Idaho, also known as Meridian Development Corporation (“MDC”). At that time the City Council
will consider the second reading of an Ordinance adopting the Second Amendment. On July 13, 2021, the City
Council will consider the third reading of an Ordinance adopting the Second Amendment.
This letter also serves as notice to you, in compliance with Idaho Code § 50-2906, that the Second
Amendment amends an existing plan that contains a revenue allocation provision and MDC recommends
approval of the Second Amendment. This letter also serves as formal submission of the Second Amendment for
your review and comment under Idaho Code § 40-1415(3). Please provide your written comments within thirty
(30) days.

As noted above, the major purpose of this Second Amendment is to deannex two distinct geographic
areas from the existing Meridian Revitalization Plan Project Area. Maps identifying the boundary of the areas to
be deannexed are included as an attachment to the Second Amendment. The surveyed maps and legal
descriptions will be circulated upon receipt.
A copy of the Second Amendment and MDC Resolution No. 21-023 adopted by the MDC Board on
Wednesday, May 12, 2021, are also enclosed (if you are receiving this letter via email, copies of all of the
referenced documents can be located at http://bit.ly/MRP2ndAmendment). A copy of the
Meridian Revitalization Plan and the First Amendment to the Meridian Revitalization Plan are available at City
Hall and on MDC’s website (meridiandevelopmentcorp.com) for your review. You are encouraged to provide
your comments, either in writing or at the public hearing.
In the event you would like to schedule a separate meeting to discuss the Second Amendment,
representatives of the City will make themselves available to explain the Second Amendment.
