Broadway Ave.,Suite 102 Meridian, Idaho 83642 Re: Midgrove Plaza Subdivision Final Plat—Narrative To Whom it May Concern, The application before you is for a five(5) lot Final Plat of the parcel located at 1450 E. Franklin Rd., Meridian, ID 83642. The owner of the property is intending to subdivide this parcel as a commercial subdivision for future development. At this time no buildings or users are planned,just the split of the property and infrastructure installation. Landscape buffers would be installed as part of the subdivision of the parcel. The previously approved Preliminary Plat contained six(6) lots, but after the owner's consultation with interested developers,the two northern-most lots were combined to be a single larger lot,creating five(5)total lots for future commercial or industrial uses. This does not materially change the uses or layout of the commercial subdivision, and will continue to be in compliance with the approved Preliminary Plat and associated conditions of approval for H-2020-0029. A rezone of a portion of the property was completed and finalized through Ord.#20-1885 as well. A modification of that rezone line will be submitted at a future date,as discussed with the City planning staff prior to submittal. This modification is being driven by the discussions with potential users of the lots. This rezone modification will not materially change the uses in the area, and will be a minor shift of the land use designations as shown in the current City of Meridian FLUM. This project consists of the establishment of 5 lots through the Final Plat process. Future uses or users will be required to submit plans for review and approval after the final plat recordation and prior to submitting for building permits. There are currently no existing buildings on the site, although it is utilized as pasture for horses. There is an existing cross-access agreement with the business to the west,and this easement would remain. The land uses adjacent to the project site are currently commercial or industrial in nature,and the railroad borders the site to the north. There is also a 100'wide Nampa Meridian Irrigation District easement,and a 90'conservation easement,over the Five Mile Creek drainage,which will be retained and protected. A portion of the regional pathway,as identified by the City of Meridian,would be established along the north/east side of Five Mile Creek, and would also function as a utility service road for the City's maintenance of the existing sewer main that runs along the creek. All road frontage improvements were completed as part of the Locust Grove and Franklin Road upgrades,although there are two existing curb cuts that will be closed with vertical curb,gutter, and sidewalk, along with associated landscaping, per the conditions of approval for the Preliminary Plat. An existing curb cut on the eastern portion of the Franklin Road frontage will remain, but be limited to maintenance vehicles from the City of Meridian, Nampa Meridian Irrigation District,or other authorized entities. No modifications to the road frontage improvements are planned or anticipated at this time. On-site public utility extensions have been designed in accordance with acceptable engineering practices and local standards. The Final Plat was created in conformance with all State and local surveying practices and standards. P L+P WHIM VI%3\%TVWr%�Fk%. This Final Plat and ultimate commercial subdivision are in conformance with the approved Preliminary Plat,addressing all conditions of approval,the UDC and Comprehensive Plan for the City of Meridian, and will provide for additional buildable lots for the continued commercial/industrial development within this area of Meridian.
