Good morning, I have attached the updated site plan, a floorplan with the measurement to
the hydrant, and the elevations.
In regards to questions:
4) Fence shown and called out is a solid vinyl fence
6) No windows are being removed, new paint and addition of material is being proposed
7) Dumpsters are located in the rear behind the fence surrounded from public view.
Fire Comments:

August, it outlines all the issues. There is more than the landscaping plan not being
submitted. Approval from ITD is required, I had questions regarding the architectural
elevations, and there were fire concerns (I’ve copied Joe).

Road, which is considered by the comprehensive plan as an entryway corridor.
The staff report for the conditional use stated “the applicant has obtained
tentative approval (from ITD) to landscape a portion of the right-of-way that
will provide enough width to meet the requirements of the UDC for landscape
buffer along S. Meridian Road. This information has not been provided with
the submittal.
3. Are any trees being removed? If so, there needs to be a mitigation plan.
4. It appears you’ll have parking at the east. I believe your plans are showing
fencing. What type of screening fence is this?
5. If you do not want to provide the residential landscape buffer at the north and
the east, you need to request alternative compliance. This is described in 11-
5B-5 here:

Architecture
I mentioned previously the modifications that you proposed to the existing house
actually make it less in conformance with the Architectural Standards Manual (ASM).
Please see below:
6. The City of Meridian Architectural Standards Manual has requirements such
as incorporating architectural features on all sides of a building façade facing
public roadways or visible from public spaces, incorporating at least two
architectural features into the building, and incorporating doors and windows
into at least 30% of the first floor façade (refer to 2.3a, 3,1a, 3.1b 3.3e, 4.1a
and 4.2a.). In particular, the elevations indicate you intend to completely
remove existing windows from the north and east sides of the building (the
north side is particularly visible from S. Meridian Blvd). How are the
architectural requirements met if you do this?
7. UDC 11-3A-12 requires trash dumpsters and other service functions to be
incorporated into the overall design of buildings and landscaping so that the
visual and acoustic impacts of these functions are fully contained and out of
view from adjacent properties and public streets. How is this being
accomplished? Is there any other outdoor or rooftop equipment such as HVAC
units?
8. The plans that went to Planning Commission included an expansion of the
house consisting of pre-fabricated metal. That expansion was not approved by
the PC, and they had particular issues regarding the architecture. You have
provided architectural elevations of a new storage building at the eastern lot
that is bigger than the existing house, is highly visible from Meridian Blvd, and
includes pre-fabricated metal with little fenestration or architectural
detailing. Please note the ASM does not support prefabricated metal buildings
and the building as proposed would require a design exception which is found
on Page A-4 of the ASM here:

9. Also, Joe Bongiorno with Meridian Fire had issues with the site layout and I
have not heard these issues have been resolved.
Given the amount of unresolved issues and missing information, I am doubtful all of
this can be addressed expeditiously . As I mentioned on Monday, our last
correspondence was in August and I cannot keep this case open indefinitely. You’ll
either have to request withdrawal to rework this project and resubmit a new project
OR I’ll have to move this forward with a recommendation of denial.

Dear Mr. McAnulty,
This email will serve as a preliminary review of your proposal to
improve the property at 2560 S. Meridian to allow a dispatch center for
mobile services businesses. Improvements include façade and tenant
improvement changes to an approximately 1,900 square foot house as
well as installation of a 21 space parking lot.
The following is a summary of staff comments regarding your submittal:

3. Landscape Plan
1. The Certificate of Zoning Compliance Checklist
submitted by the applicant’s representative requires the
following for a landscape plan:
1. Stamp/signature of a landscape architect,
landscape designer, or qualified nurseryman
preparing the plan.
2. Location, size, and species of all existing trees
on site with trunks 4 inches or greater in
diameter, measured 6 inches above the ground.
Indicate whether the tree will be retained or
removed.
3. Location and labels for all proposed plants,
including trees, shrubs, and groundcovers (trees
must not be planted in City water or sewer
easements or within five feet of fire hydrants).
Scale shown for plant materials shall reflect
approximate mature size.
4. A plant list that shows the plant symbol,
quantity, botanical name, common name,
minimum planting size and container, tree class
(I, II, or III), and comments (for spacing,
staking, and installation as appropriate).
5. Calculations of project components to
demonstrate compliance with the requirements
of this ordinance, including:
1. Width of street buffers, lineal feet of
street frontage, and number of street
trees.
2. Acreage and percentage dedicated
for common open space.
3. Mitigation for removal of existing
trees.
The applicant’s representative has submitted a site plan
which reflects landscaping, but the above requirements
are not met.
2. As noted in the staff report for the approved
conditional use (2017-0031, attached), the following are
required on the landscape plan:
1. A 35’ landscape buffer along S. Meridian
Road (see above comments regarding ITD).
2. Residential buffers at the north and east
property lines. The conditional use suggested
the applicant requested these buffers be reduced
from 25’ to 20’ but a request for alternative
conformance has not been submitted (refer to
UDC 11-5B-5).
3. In addition, the following is required per UDC 11-
3B-8 for parking lots:
1. Five foot (5') wide minimum landscape buffer
adjacent to parking, loading, or other paved
vehicular use areas, including driveways,
vehicle sales areas, truck parking areas, bus
parking areas, and vehicle storage areas.
2. The perimeter landscape buffer shall be
planted with one tree per thirty five (35) linear
feet and shrubs, lawn, or other vegetative
ground cover.
Although there is some landscaping indicated at
the perimeter of the parking lot, it does not appear
the above requirements are met.
4. UDC 11-3B-5-H states “mulch as the only ground
cover in required planting areas is prohibited.” It
appears all of the area shown south of the existing
house is mulch.
5. A pathway is indicated adjacent to S. Meridian Rd.
UDC-3B-12 has specific requirements for pathway
landscaping. How are these requirements met?
4. Architecture

1. The Site Plan indicates only ADA parking east of the building
(no other parking spaces are shown). Is anything else proposed in
this area?
2. Staff understands this phase only pertains to the
western portion of the lot. If this phase includes
anything shown in the area shown in a different shade
of grey on the eastern portion of the lot, please indicate.
3. Joe Bongiorno, Meridian Fire, has noted issues
with the layout. Please discuss this with Joe at
jbongiorno@meridiancity.org.
