Dear Mayor Simison and City Council Members:
The Applicant is in support of the Project Report and Commission recommendation for
Seasons At Meridian with just one requested change. We ask the Council to approve the project
without Condition A.3.c, which provides: "The extension of E. Cinema Dr. shall be included in
the first phase of development."
Consistent with the approved 2016 Development Agreement and ACHD's recent
approval of the preliminary plat, Cinema Drive is planned and required to be constructed as part
of Phase 2 when the WinCo parcels develop.
Applicant's traffic study, approved by ACHD, confirms the extension of Cinema Drive is
not needed to serve the first phase of development with the Seasons At Meridian apartments. The
apartments have primary access from the extension of Wells Avenue and secondary emergency
access from Overland Road. These improvements, along with the new signal at Overland and
Wells, are all proposed to be completed by the Applicant in Phase 1. Applicant's traffic study
assumed no trips on Cinema Drive to serve the apartments. Pedestrian access is already provided
between the apartments and the businesses to the west via the sidewalk along Overland Road.
As noted in the letter from WinCo Foods dated May 26, 2021, requiring Cinema Drive to
be constructed in Phase 1 is problematic. The exact location of Cinema Drive, which will divide
the future commercial along Overland from the planned WinCo Foods store, is not yet known.
The construction would also prematurely end existing farming operations on the WinCo
parcels —which provide needed dust and weed control —causing a maintenance problem on the
undeveloped land.
We appreciate the Staff s and Planning Commission's recommendations for approval of
the Seasons At Meridian. We respectfully request the Council approve the applications without
preliminary plat condition A.3.c. We look forward to presenting the project at the May 4 hearing.
