PZ - Narrative Popeyes Design Narrative This application is for the construction of a new 2,325sf Popeyes restaurant building with dine in and drive thru amenities on vacant 0.80 acre lot in Meridian, ID. The design of the Popeyes building aims to engage pedestrian traffic by providing a pedestrian access walk and outdoor patio, as well as providing large windows that visually connect people to the dining areas inside. The main entry is positioned in a way that it faces toward all incoming car and pedestrian traffic. The site itself contains 19 parking spots (1 of which is ADA), 1 drive thru with 2 order points that can contain 10 cars stacking, and bike parking area up next to the building. The building itself is massed in such a way to provide variation and to highlight key areas such as patio space, drive thru, main entry, etc. In addition to the building massing material changes also accompany the building mass variations for the same purpose. For example, brick is used to highlight the main entry and drive thru, wood siding highlights the patio area, etc. Despite the variations the building is tied together with colors, parapets/cornices, and finishes to create a cohesive look that is in keeping with the surrounding buildings and overall look. To further enhance the look, (11) decorative goose neck light fixtures are mounted to the building to help highlight key features such as windows, entries, wall graphics, etc. The proposed building/site will also include (3) internally illuminated building signs positioned to face the main road, (1)wall graphic position above the main entry, and (1)pylon sign positioned to face main road. To address City of Meridian Planning concerns brought forward in the Pre-Application meeting we have continued the driveway from the west across the vacant parcel, connected it to the main existing North/ South driveway on the west side of the adjacent parcel and the subject property.We believe this will aid in circulation and provide excellent access to the Popeyes property and the drive-thru.
