The design of the Popeyes building aims to engage pedestrian traffic by providing a pedestrian access walk and outdoor patio, as well as providing large windows that visually connect people to the dining areas inside. The main entry is positioned in a way that it faces toward all incoming car and pedestrian traffic. The site itself contains 19 parking spots (1 of which is ADA), 1 drive thru with 2 order points that can contain 10 cars stacking, and bike parking area up next to the building. The building itself is massed in such a way to provide variation and to highlight key areas such as patio space, drive thru, main entry, etc. In addition to the building massing material changes also accompany the building mass variations for the same purpose. For example, brick is used to highlight the main entry and drive thru, wood siding highlights the patio area, etc. Despite the variations the building is tied together with colors, parapets/cornices, and finishes to create a cohesive look that is in keeping with the surrounding buildings and overall look. To further enhance the look, (11) decorative goose neck light fixtures are mounted to the building to help highlight key features such as windows, entries, wall graphics, etc. The proposed building/site will also include (3) internally illuminated building signs positioned to face the main road, (1)wall graphic position above the main entry, and (1)pylon sign positioned to face main road. To address City of Meridian Planning concerns brought forward in the Pre-Application meeting we have continued the driveway from the west across the vacant parcel, connected it to the main existing North/ South driveway on the west side of the adjacent parcel and the subject property. We believe this will aid in circulation and provide excellent access to the Popeyes property and the drive-thru. Exercise caution when opening attachments or clicking links, especially from unknown senders. ACHD, We are applying for a Conditional Use permit from the City of Meridian regarding a drive-thru for a new Popeyes Restaurant. The city is requesting a letter (E-Mail is OK) that a traffic study is not required. I have attached a plan showing what we are applying for in our Knighthill Center Subdivision at the SW corner of Linder and Chinden. If you need any further information please let me know. Renny Wylie JRW Construction,LLC 1676 N. Clarendon Way Eagle,Id. 83616 208-939-1253 CITY OF MERIDIAN PRE-APPLICATION MEETING NOTES Project/Subdivision Name:Popeye's Louisiana Kitchen Pre-app Date: 3/2/2021 City Staff:Joe Dodson, Bill Parsons,Joe Bongiorno, Codee Krausch Applicant(s)/Contact(s): Reny-landowner; Jeffrey Parker, JP Architects, Location: 6343 N. Linder Road Size of Property: 1 acre Comprehensive Plan FLUM Designation: Mixed-use Community Existinq Use:Vacant Existing Zoning: C-G Proposed Use: Commercial -Restaurant Proposed Zoning: no change Surrounding Uses: Commercial uses in all directions; parcel directly west and east are undeveloped; property has Chinden along north property line and Linder along East property line. Street Buffer(s)and/or Land Use Buffer(s): 35' landscape buffer required adjacent to both streets. Open Space/Amenities/Pathways: N/A—sidewalks and pathway are existing along Linder and Chinden Access/Stub Streets: Access is via cross-access of adjacent commercial properties. There should be existing cross-access through all properties in this commercial subdivision. Staff does not support proposed site plan shown at pre-app; Staff recommends revising the site plan to better utilize the site area(likely moving the site east as discussed in the meeting). Some of the main issues are site circulation, location of pick-up window being on the east side, and drive aisle width (minimum 20'width). Waterways/Floodplain/Topography/Hazards: N/A Sewer/Water:Available on-site History:AZ-06-006; PP-13-031; FP-14-020; MDA-13-019(DA Inst.#114014784). Additional Meeting Notes: Ensure site has minimum turning radii for Fire(28' interior,48'exterior)to get around the entire building (minus the menu board area). Parking spaces can be reduced to 17' in depth if there is at least two feet of unobstructed area beyond the curb/curb-stop for an overhang. If it is abutting a sidewalk, the sidewalk must be at least 7 feet wide. Drive-thru establishments are subject to specific use standards(UDC 11-4-3-11)that must be adhered to. If any part of the drive-thru use is within 300'of another drive-thru, it requires a Conditional Use Permit(Planning &Zoning Commission is the decision making body on CUPS). City code requires minimum parking at a ratio of 1 space/250 gross floor area for restaurant uses—you are currently over- parked for city standards but are encouraged to provide enough parking to limit spill-over parking. If there is a cross-access/cross- parking agreement for this site, please provide this agreement with the submittal documents. A neighborhood meeting is required for a CUP—this code has changed recently. Please review in detail to ensure compliance prior to application submittal (UDC 11-5A-6C). Following revisions to the site plan, please send to myself so I can review and share with Fire for their preliminary sign off. Note:A Traffic Impact Study(TIS)will be required by ACHD for large commercial projects and any residential development with over 100 units. To avoid unnecessary delays&expedite the hearing process, applicants are encouraged to submit the TIS to ACHD prior to submitting their application to the City. Not having ACHD comments and/or conditions on large projects may delay hearing(s)at the City. Please contact Mindy Wallace at 387- 6178 or Christy Little at 387-6144 at ACHD for information in regard to a TIS, conditions, impact fees and process.
