Narrative Date: March 17, 2021 City of Meridian Planning & Zoning 33 E Broadway Ave Ste 102 Meridian, ID 83642 Re: Kiddie Academy: Design Review Narrative Kiddie Academy is an educational child care facility. This national franchise wants to build a new building to serve the community's child care needs. The facility will accomodate infants to four year old children. The new building compliments design styles in Meridian in a variety of ways, and each will be discussed in more detail below. 1. Architectural Character: a. Cohesive Design: The building is designed with offices, staff lounge and age appropriate classrooms with toilet facilities. The building will use materials in proportional relationships to create a cohesisve design. b. Building Scale: The scale of this single story building is set to fit into the surrounding area. Being largely surrounded by single family homes and other smaller buildings, Kiddie Academy is not overly tall, but is sized to compliment the surrounding buildings. c. Building Form: The form of the building is designed to highlight the entrance as well as an elevated wall element street side with signage for identification. The building has a flat roof with parapets with the entry element having a shed roof for protection from the weather. d. Architectural Elements: The building is accented with several architectural features. The raised entry is bumped out on either side with stone and wood siding. The taller street facing wall portion is accented with a stone wainscot, succo accent band and wood siding with signage. The remainder of the building has some stone wainscot with stucco and wall bumps adding an architectural feature. Storefront window and door systems are protected with painted metal awnings with knee braces. e. Materials: The materials of the building include stucco, stone, metal column, metal awnings, knee braces, storefront windows and doors and metal parapet caps and fascia. The stucco includes two different colors, with the main body of the building being a lighter beige, and accent materials being a dark brown, almost black color. The stone will be a dark color to add accent. The doors and windows will be dark bronze colored vinyl or aluminum windows, and there are dark bronze metal accents throughout the design of the building in the awning, knee braces and metal column at the entry. f. Signs and/or Lighting: Building signage will be included in a separate permit, however, the building was designed with several locations that will work with signage, including over the main entry, and on the longer portion of blank wall that faces East Victory Road. Lighting for the building was designed to keep the parking lot well lit for security purposes. There are also lights that flank the front entry are more decorative in appearance. All entry/exit doors will be well lit. 2. Parking Lots: The parking lot is designed to be cohesive with the parcel to the west. The parking lot is double loaded with stalls to the north side of the building and single stalls to the west with accessible parking at the entry. 3. Pedestrian Walkways: A pedestrian walkway is provided from the main entry doors out to the north, west and south for access to parking. There is also a drive aisle separating the parking and building to allow drop-off and pick-up to the facility. The new Kiddie Academy facility is designed to be a great addition to the City of Meridian, creating a building suited to the needs of the community and adding an attractive building to the fabric of Meridian.
