This new 6363sf project located at 2424 E. Gala Street, Meridian Idaho is a modern two story commercial retail building. Our design is cohesively linked with compatible earth tone medium and light grey stucco exterior walls with tan and grey stone and horizontal maple stained concrete board accent walls. The walls have rhythmic steps both horizontally and vertically to maximize visual interest. Revisions: The revised plan is to increase the upper level office to a full two story. All site, landscape and civil plans remain unchanged. The original upper level was 1389sf and now it is 4928sf adding 3539sf to revised plan. The main floor and footprint has remained unchanged at 4991sf. The total building sf now is 9919 sf vs 6363 sf for the original plan.(refer floor plans) b. The building scale is reduced for pedestrians at entry way and side elevations with suspended steel overhead awnings. West side of building is single story while east side is two story to scale building up and down. Building form is balanced all around with single and two story building mass variations. Revisions: The revised full upper level plan has variations in the roof parapet while extending the materials for the full upper level from the original design.(refer exterior elevations) c. Building Form is functional and articulated with detailed cornice details and awnings at entry way on south elevation. North elevation has two prominent maple stained concrete towers with oversized stone signage wall with drive through windows on north elevation. Revisions: The revised full upper level has minimal differences than original plans. The same materials have been extended enhancing the over exterior design. d. Architectural elements are sized proportionally and detailed to maximize visual interest. The two maple concrete stained building towers frame the stone and stucco accent wall on north side facing E. Overland. The entry way on south has continuous black powder coated awning to lower the entryway to scale. The cornice parapet wall cap is a continuous band detailed to frame the stucco fields of medium and light grey walls to add visual interest. Revisions: (no changes except extended exterior walls) e. Exterior building materials are earth tone medium and light grey stucco stepped exterior walls with tan and grey stone and horizontal maple stained concrete board accent walls. Exterior awnings are black powder coated steel awnings over the entryways and exterior windows. Revisions: (no changes except extended exterior walls) f. Signs will be surface wall mounted backlit electric signs facing E. Overland and entryway. The premanufactured signs will be professionally installed to code with aesthetically eye catching color schemes. Exterior lighting will be exterior wall mounted accent lights all around building. A uniform amount of exterior lighting will be provided by overhead street lights throughout parking and drive through. Revisions: (no changes except extended exterior walls) g. The Pharmacy parking lot has drive through access around three sides of building. The parking is very easily accessed from entryway drive with employee diagonal parking on east side of building. The size of the parcel is approximately 28,600 square feet in size. The building footing print is 4975 sf, leaving 23,625 square feet for parking, landscape, and the drive through lane around the north side of building. The site plan has 24 parking spaces with (1) van accessible accessible stall. Revisions: The 1st floor parking requirement is: 4991sf/500=9.9 req’d plus 2nd floor parking requirement is: 4928sf/500=9.9 req’d requires 20 spaces. The existing site plan provides 25 parking spaces including (1) HC stall. h. The main pedestrian access from parking area has accessible stall on south front corner of building entrance with a pedestrian concrete side walk on south and east sides of building. The sidewalk on E. Overland is connected to building with an accessible walkway across the drive through to the front south building entrance. Revisions: (no changes) i. Revisions Summary: The revisions were required to maximize the usable floor space within the same building footprint. No changes were made to the original building footprint, civil, landscape or site plan. The attached revised elevations show the exterior walls were extended for full upper level plan. INTRODUCTION A. This policy details requirements for commercial solid waste service, which will provide for the safe and efficient collection of trash and recycling. Public Works staff shall review and have final approval over safety factors and space requirements, including enclosure specifications, access to solid waste containers, and proper distance, height and width clearances. II. SCOPE A. This policy applies to all commercial properties within the City of Meridian including but not limited to; office, retail, restaurants, multi-family housing (hotels, condos, apartments, townhomes), mixed-use development, hospitals/clinics, churches, industrial businesses, and non-profits which use commercial solid waste containers and service with scheduled collection. B. Exterior solid waste enclosures are required for all new commercial solid waste service locations except those sites with alley collection, compactors, or an approved internal room for solid waste storage (Section V). C. Existing solid waste enclosures will be required to be constructed to current standards for; construction which impact parking or driveway areas; construction which restricts access to, modifies, or changes the location of an existing enclosure, and interior modifications which change the use of the building. III. SOLID WASTE ENCLOSURES A. The size of the enclosure will depend on what types of containers are to be utilized. The following chart details the required enclosure specifications for various solid waste containers available from the City’s contracted waste hauler: fit enclosure. B. In addition to the previously mention specifications, multi-family residential or mixed use (residential with commercial) properties utilizing 3-8 yd containers must provide a pedestrian entrance (at least a 3’ wide door or opening) to the enclosure separate from the gate access used for the collection vehicle to allow easy access to the trash and recycling containers for residents. C. Wheeled carts may also be stored inside a service area or garage and brought to the curb by building staff prior to scheduled collection. Carts must then be returned to their storage location within 24 hours, by building staff. D. Solid Waste enclosures may not be used for storage of any other materials except solid waste and all waste must be stored within the provided container(s). IV. ACCESS REQUIREMENTS FOR SOLID WASTE SERVICE A. Site plans submitted to the city (for new construction and remodel) must clearly indicate the proposed location for solid waste containers and include a detail of the enclosure with applicable dimensions. 3 B. Enclosures must be located and configured so there is at least 50’ of unobstructed access in front of the enclosure as measured from the center of the enclosure gates. C. Large roll-off containers (20 yd, 40 yd) and compactors require 60’ of clearance in front of the container. D. There must be at least 25’ of overhead clearance above and 30’ in front of all containers to avoid damage and interference while containers are being emptied. E. If the vehicle circulation plan does not allow trucks forward access to a public street after collection, a paved hammerhead turn-around 15’ wide and 50’ long or a 75’ diameter culde- sac must be provided. Parking can not be permitted in the cul-de-sac or turn around area. F. All roads, alleys, or service drives must provide an unobstructed path of at least 15’ high and 12’ wide to allow for safe access to enclosures. G. The area 40’ surrounding the front of the enclosure may not have a slope of greater than 4%. H. Access to enclosures must be maintained by the property owner by keeping path to the enclosure free of accumulating snow, parked cars, or debris. V. INTERNAL SOLID WASTE ROOM REQUIREMENTS A. All internal rooms (rooms within the building envelope) used for solid waste storage must: 1. Be located on surface level (not allowed in basements or underground/aboveground garages) 2. Provide an eight foot wide paved access ramp sloped towards the street or alley within 15’ of the trash room. No curbs, rolled curbs or pavement gaps may obstruct movement of the dumpster/cart to the street. 3. Provide a “no parking area” on the street, for a minimum of 10’ in front of the access ramp. 4. Service is limited to 3-yd wheeled dumpsters or 95-gallon carts. B. Required dimensions for Solid Waste Rooms are detailed in the following table. It is important to build a room for the trash and recycling containers of sufficient size to accommodate growth since a change in building use or tenants can greatly affect the required service needs. C. No other equipment or materials may be stored in the solid waste room. VI. ALLEY SERVICE A. Properties which border maintained alleyways may utilize the alleyway as a trash collection location, provided the alleyway is accessible to collection vehicles and is in the proper service area. B. The alleyway must be clear and accessible along the entire length and the collection vehicles will not back up for trash services. C. All solid waste must be contained in a City provided container and may not block passage of vehicles through the alleyway. D. An enclosure may not be required for alley service. VII. COMPACTORS A. Compactors must be located in an accessible area (see Section IV) away from public view B. Compactors must be placed on a minimum 4-inch thick reinforced concrete pad, with apron, sized to fit the compactor. C. Any gates used to access the compactor must open 120 degrees minimum and have wind stops.
