Alan, A couple of follow-ups on the staff report, mainly for clarification, as well as to determine what we should focus on for the hearing on Thursday. 1. The owner would like to request a waiver (or whatever the process is) of any requirement for installing sidewalk along the north side of Paradise Ln. (under Staff Analysis item J). For the construction of the single home, sidewalks placed there would impact the current drainage pattern and could require an extensive storm drain facility, as the road is a currently a rural road section (as noted in the staff report). Since we have not seen an ACHD staff report, we do not know if they are requiring those improvements. We are not proposing any changes to the road (other than the connection with the new driveway), so the drainage patterns and method of handling that drainage will remain the same. As stated in the staff report also, there is no sidewalk throughout the Ada County subdivision, and there are no opportunities to connect this to other existing sidewalks, and the future potential for more sidewalks in the area are unknown, and more than likely far in the future. This application is a unique situation for an annexation, and hopefully that is not lost on the commission or council, as curb, gutter, sidewalk, and associated storm drain facilities for handling that would be very impactful on the overall costs of building this single home, especially when considering the additional infrastructure installation that is being required of the project (water main), which the owner understands they are going to have to install. We can discuss this at the hearing, just wanted to get it on record that we would like to not have a requirement for sidewalk placed on the project. 2. We are in agreement with the Planning Division comments (VIII.A.), including the DA and provisions to be included therein. 3. The existing well will be utilized for irrigation of the property (VIII.A.c.) 4. In agreement with the Public Works Site Specific Conditions of Approval (VIII.B.2.1) 5. A couple of questions/comments regarding General Conditions under Public works: a. Is there eligibility for reimbursement for infrastructure enhancement (2.2.2)? We’re just wondering if that is possible, and how we go about determining that? b. We’re assuming that the majority of the General Conditions apply to larger “subdivision” development projects, as this doesn’t have a plat associated with the project. Please let me know if there is any feedback regarding the questions/clarifications above.
