Good morning. Per Sonya Allen's recommendation at the last meeting, we would like to open a discussion about an
important topic that has not fully been addressed. We feel it's important to address this now, before the residential
plan is approved, in case a modification needs to be made to it.
There are critical short and longer-range issues with the concept of a frontage road from the HCA hospital property,
which is proposed as secondary emergency access to the west, across Serenity Lane, and out to Chinden:
1) Just as soon as the development begins, Provident Properties is building out the current Levi Lane (renaming Rustic
Oak), and installing a stoplight at the intersection with Chinden. At that time, ITD will be restricting access to/from
Serenity Lane to Chinden, as right-in/right-out only. This will limit our ability to get timely emergency responses to our
neighborhood, and adding traffic from the hospital will hinder it further. It doesn't help their access either.
2) As soon as infrastructure dollars are freed up (the ID Legislature is holding enough now, as well as federal money that
is expected in the near future), ITD will be building the overpass from Hwy. 16 to I-84, at which time, our Serenity Lane
access to Chinden will be permanently cut off. There will be a westward elevated ramp rising above the current
elevation, going over the top of Hwy. 16, and the east side of Chinden will have a permanent lane divider. There is a
plan for a large berm that is stated to rise a minimum of 10' off the center of the roadway along Chinden (see document
link: UDC 11-3H-4, subsection D.2). . There is nowhere near enough space for this required berm in addition to a
frontage road. And a frontage road would, at that time, not have the Chinden access it's being proposed for now!
3) There were 2 other viable options identified by Deputy Fire Chief Joe Bongiorno previously. One is for the hospital
to use Ramblin Ct. as the path to Black Cat Road to the east as their secondary emergency access (see Meridian Auto
Circulation Map). This road was identified there as a backage road, for the east/west access for the School property
from Levi Lane/Rustic Oak to Black Cat. A second option is for the hospital to exit from the southwest edge of their
property to McMillan or Black Cat.
We would like to see the City further consider this issue, since we know what the ITD future plans are. Let's get ahead of
this situation now, and not kick the can down the road to a point where it can't be fixed. Thank you.
