RE: Design Narrative for proposed surgical center at Lot 3, Block 1 Paramount
Point Subdivision.
Dear Planning Staff,
The attached application materials are for a Design Review and Certificate of
Zoning Compliance for surgical center to be constructed in the new subdivision at
Paramount Point. The development agreement for the subdivision was signed
last week, and I believe the developer will be signing the final plat, which will
record 4 lots in the subdivision. This proposed project will be on Lot 3 – a 0.71
acre pad site. The applicant is proposing to construct a 7,140 square foot
outpatient surgical center. There will be landscaped space left on the south side
of the site which is intended to accommodate a 4,000 square foot expansion for
additional operating rooms in the future.
The developer is providing all parking lot and landscaping improvements other
than that which will be directly adjacent to the proposed new building. The
development is also being provided with all necessary utility stubs to the pad site.
We have coordinated the aesthetic appearance of the building with the developer
(Brighton Corp), so that the look and feel of the structure compliments the
proposed buildings at the north of the site that are currently under construction.
The north and east facing elevations are the primary facades of the building. On
the northeast corner, we have provided an accent feature at the primary entrance
which features a raised parapet area where the walls also project out to appear
as a solid corner massing element clad with a smooth accent metal composite
panel material. These primary facades also incorporate the use of a face brick
veneer accent material and a field color and accent color stucco. The building is
intended to have a clean contemporary look with high quality materials. The
windows and door openings are all covered with a projected awning plane that is
clad in metal to compliment the architectural metal panels. Due to the nature of
the surgical operations within the building the structure has somewhat limited
amounts of window glazing, but we have provided windows where possible within

the primary facades. The color concept utilizes natural earth tone materials with
a small pop of bright accent color.
The site trash enclosure will be a common facility provided by the subdivision
developer. This project requires a generator and we will provide a generator
enclosure that matches the trash enclosure. Other utility areas that may be
visible to the public, such as rooftop mechanical equipment will be provide with a
prefinished metal panel screen wall as necessary to conceal the equipment from
view.
