Alan,
I'll now be the one communicating with you to get this building through CZC review at getting
all the documentation to you to finalize this application.
We were unaware that we could communicate with you directly without going through the
City of Meridian ePlan Access Portal so I'll hopefully be quicker to respond with plan changes
you might need for approval.
Based on you last communication with Sandee, I've attached the following documents:
a photometric plan for your review
the Landscape Plan, this was uploaded to the ePlan portal, that addresses the plant
quantities, mulch labels, and concrete sidewalk label
and Narrative Letter describing the building and design influences
Also, the blow-off valve is intended to be removed from the water service. Do I need to
submit plans with a label calling this out?
Please let me know what more you need from me to help finalize this project.

Sandee, from what I see, a revised landscape plan came in.
Have other materials addressing all the below comments been submitted as well? This
would include a photometric plan, and a description regarding how the architecture is
generally compatible in appearance and bulk with the surrounding residential properties.
You could do this in a narrative or email. Also the blowoff valve comment should be
addressed.
You can send all of this directly to me at this point. DO NOT MAKE ANY CHANGES
OTHER THAN WHAT WAS DISCUSSED WITHOUT CONSULTING ME FIRST.

Sandee,
I’ve reviewed your Certificate of Compliance (CZC) for the proposed MBG Building at
4120 N. Linder Rd.
Overall, I think you’re looking pretty good. There are a few things before I can wrap this up.
1. The landscape plan must indicate quantities of all proposed landscaping. This is
typically done with call-outs next to each landscape element and a landscape schedule
that indicates the totals by each plant.
2. UDC 11-3A-19: STRUCTURE AND SITE DESIGN STANDARDS states
a. A continuous internal pedestrian walkway that is a minimum of five feet (5') in width
shall be provided from the perimeter sidewalk to the main building entrance(s) for
nonresidential uses. The walkway width shall be maintained clear of any obstructions,
such as vehicles, outdoor sale displays, vending machines, or temporary structures.
b. The internal pedestrian walkway shall be distinguished from the vehicular driving
surfaces through the use of pavers, colored or scored concrete, or bricks.
I do not see this type of walkway indicted on the Landscape Plan.
3. There seems to be a significant amount of cobble rock around the site perimeter. UDC
11-3B-5 states:
a. Mulching: Mulch shall be used in all required planting areas. Approved
mulches may be organic, such as bark or soil aid, or they may include rock
products, such as "permabark" or similar products. Use of mulch, organic or
rock, as the only ground cover in required planting areas is prohibited. Pea
gravel, drain rock, road base gravel, and similar products shall not be used as
mulch. All mulch shall be contained by a curb or other edging material to
contain the mulch and prevent it from migrating to adjacent surfaces. If rock
mulch is used, a weed barrier fabric shall be used beneath the rock.
Impermeable plastic weed barriers are prohibited because they restrict water
and oxygen to the plants. Within stormwater facilities, mulch may not float.

b. Vegetation Coverage: Required landscape areas shall be at least seventy percent
(70%) covered with vegetation at maturity, with mulch used under and around
the plants.
4. A photometric plan must be submitted which meets the requirements of 11-3A-11.
This includes lighting being fully cut-off and shielded, and light spill along any
property line abutting a residential use to be limited to no more than .1 foot-candle.
Please make sure the lighting plan includes cut sheets of all lighting types and
fixtures, and shows a detail of any proposed pole lighting with height indicated.
5. The Development Agreement (Instrument 106165912) states “any new structure(s)
shall be generally compatible in appearance and bulk with the surrounding residential
properties, as determined by the Planning Director, unless otherwise modified through
a Conditional Use Permit.” Please describe how this is met with this proposal.
6. Land development comments - Remove blow off where the water service line
extension is.
7. Transportation comments - A street light plan will need to be included in the final plat
and/or building permit application. Street light plan requirements are listed in section
6-7 of the City's Design Standards. Type 1 streetlights are required on N. Linder Road
offset from existing streetlights on the west side of Linder.
I have not received any comments from ACHD as of yet. If I get comments, I will
forward them to you.
