NarrativeJAMES Gi PSON ARCHITECT P O Box 219 EAGLE, 10 83616 PHONE 208-939-0236 August 16, 2019 Design Review Narrative Meridian City Shohet Building 2549 North Stokesberry Place Meridian, ID 83646 Greetings Design Review staff : This will explain our application for Design Review approval for this project, a new single story professional building to be located at 2549 North Stokesberry Place, Meridian, Idaho. The site is existing Ada County Parcel, No. R8173420050, Lot 05 Block 01, Stokesberry Sub., 0.462 acres, zoned L-4. We believe the design proposed is appropriate in every respect for the intended development and use of this property. The proposed building is single -story, approximately 5,000 sf. in area, with a paved parking area for seventeen (17) vehicles. The building size, form, and massing are to be very similar to the other existing buildings in the immediate area. The roof is to be a low -sloped, hip design, also quite similar to other nearby buildings. Materials and colors will be mucks like those of the neighboring buildings. Landscaping is designed to as to compliment the building and provide screening for elements such as the parking area and any exterior mechanical units, We, have chosen plant materials which are commonly used in the area, and are considered drought -resistant, not requiring high water usage once established. The varieties of trees and other plant material are commonly used in the area with success. Please note that there is effective existing landscaping established at the North and West sides of the subject property, which is to remain and provide appropriate screening. The South (street) side is within an established easement which does not permit trees or other landscape planting. Therefore, we are proposing the required number of street -side trees be placed near the building and parking area, avoiding the easement. The proposed use of the building, professional services, is just what is intended in the L-4 Zone, and very much like the uses of neighboring properties. There will be no unusual generation of sound, vibration, odors, or other potentially negative elements. Exterior lighting will be shielded and controlled so as to avoid glare or light pollution, yet provide adequate and appropriate lighting levels for the security and appearance of the building and its intended use. The parking area is to be located beside the proposed building, in a configuration that provides sufficient convenient parking, yet does not dominate the site. Surface stormwater is to be retained on the site, in areas of surface and subsurface retainage. No new street lighting is proposed; street lighting is existing. Any and all new lighting fixtures are to have a maximum output of less than 1,800 lumens. Proposed exterior lighting will be limited to down lighting at the building entrances and small lumen output fixtures at exits. The site is to be served by existing trash enclosures, which are located conveniently close to this proposed building. The professional use of the building is not anticipated to generate a large volume of waste, and we are confident that the existing trash enclosures and methods of disposal are very adequate for this project.
