Broadway Ave., Suite 102 Meridian, Idaho 83642 Re: Meridian Transfer Station, Meridian, Idaho – Weigh Scale Improvements Dear Plan Review Staff, The Meridian Transfer Station (MTS) plans to construct the following improvements as a part of the 2021 Weigh Scale project: Installation of two BTEK 270,000-lb capacity truck scales to be installed in the main internal east-west haul road near the center of the site (north of the existing office building and south transfer station building). Addition of approximately 23,400-SF of asphalt pavement to extend the existing east-west haul road in the center of the site, and to expand the paved area in front of the transfer station. Installation of a modular scale house to be located in between the two new weigh scales. Extension of existing private site utilities (water, wastewater, electric service). The water and wastewater services will be capped and stubbed near the new modular building; electrical service will be connected to the new modular building. The alignment of the new scales, addition of new paved area, and location of the modular building have been reconfigured to accommodate requests by Mayor Simison to facilitate adjacent developments to the west of MTS. A new access on the private drive along the western boundary of the MTS site will be added as part of a future project. The configuration and location of the new access are currently the subject of ongoing negotiations with adjacent landowners and the City of Meridian and will be addressed as part of a separate project. No modifications to the landscaping, parking stalls, or sidewalks or paths are proposed as part of the weigh scale project. Future changes to the existing landscaping along the private drive along the western boundary of the site to address new ingress/egress will be included in a separate project pending the outcome of negotiations. The proposed Weigh Scale Improvement project addresses the City of Meridian Architectural Standards Manual and Unified Development Code as follows; 1.Architectural Character a.Cohesive Design: The proposed improvements will be constructed with materials consistent with other existing industrial facilities throughout Meridian and consistent with existing facilities on-site. The proposed improvements are located internal to the facility near the center of the site. b.Building Scale: The proposed improvements are associated with an existing industrial site. No improvements are proposed along a public road. c.Building Form: The proposed improvements include the addition of one single-floor prefabricated modular building, to be located in the central interior of the site. d.Architectural Elements: The architectural features of the proposed modular building are consistent with the site use and existing buildings. The proposed modular building will be located in the interior of the site and obscured by the existing office building facing Franklin Road. e.Materials: The proposed modular building is constructed of wood framing and siding, and will not face any public roads. The proposed modular building will be located in the interior of the site and obscured by the existing office building facing Franklin Road. f.Signs and/or Lighting: Signage and lighting will be consistent with existing fixtures on the site. No signage or lighting changes or additions are proposed frontage areas facing public roads. 2.Parking Lots: The proposed improvements consist of reconfiguration of the internal haul roads to the site and do not include modifications to existing public parking. 3.Pedestrian walkways and facilities: The proposed improvements consist of reconfiguration of the internal haul roads to the site and do not include modifications to pedestrian walkways or facilities. The MTS site received a Certificate of Zoning Compliance on September 4, 2019 as part of a previous separate proposed project involving landscaping improvements along Franklin Road (City of Meridian Project No. A-2019-0277). A copy of the previous Certificate of Zoning Approval (including the landscape plan approved as part of that project) is enclosed with this letter. The site is located at 2130 W. Franklin Road. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. Please contact Building Services for additional details about building permits and inspections. Site Conditions of Approval 1. The applicant shall provide a 20-foot wide swing or rolling emergency access gate as set forth in International Fire Code Sections 503.5 and 503.6. The gate shall be equipped with a Knoxbox padlock, which has to be ordered via the website www.knoxbox.com. All gates at the entrance to fire lanes shall be located a minimum of 30 feet from the roadway and shall open away from the roadway, unless other provisions are made for safe personnel operations as set forth in National Fire Protection Association 1141, Section 5.3.16 - 2017 edition. 2. There is an existing water service stub to this property that will need to be abandoned if it is not going to be utilized. Alternatively, the applicant may put in a hydrant on the stub instead. Please coordinate with Amanda McNutt in the City of Meridian’s Land Development group for additional details, (208) 887-2211. 3. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11-3A-6B. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. Conditions Document 2 Republic Service Outdoor Storage Expansion - DES, CZC - A-2019- 0277 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-5C-3B. A surety agreement may be accepted for other improvements in accord with UDC 11-5C-3C. 3. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11- 3B-14A. 4. The site/landscape plan prepared by South Beck & Bard on August 7, 2019 is approved by the City of Meridian Planning Division as shown in Exhibit B. 5. The approved site/landscape plan may not be altered without prior written approval of the City of Meridian Planning Division. 6. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 7. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 8. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in UDC 11-3A-14. 3. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site. 4. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before September 19, 2019, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-5A-6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. Conditions Document 3 Republic Service Outdoor Storage Expansion - DES, CZC - A-2019- 0277 EXPIRATION The Certificate of Zoning Compliance shall expire if the construction, alteration or the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until September 4, 2019.
