Paradise Ln., Meridian, ID 83646—Letter of Explanation To Whom it May Concern, The application before you is for Annexation and Zoning of the property located at 1630 E. Paradise Ln.to facilitate the consolidation of the parcels located at 1630 E. Paradise Ln., Meridian, ID 83646(parcel#'s R3581510030& R3581510020). The project consists of the consolidation of two parcels for the construction of one single-family home,as well as associated site,and landscape improvements. The current county zoning of the parcel is R1 in Ada County, and we are requesting a designation of R-2 in the City of Meridian. With the Annexation and Zoning,the 2 parcels will also be consolidated into one, to facilitate the construction of a single-family home. The existing utility easement between the 2 parcels has been relinquished by Idaho Power,and will be vacated prior to building permit submittal for the home. The consolidated parcel will be approximately 1.776 acres. The construction of one single-family home equates to 0.563 units per acre. Setbacks will all meet the R-2 requirements. No additional buildable lots or density are being requested with this application,only the single lot creation for the construction of one single-family home. Potable water will be provided through a connection to the water main in Locust Grove Rd., and sewage disposal will be provided through an on-site septic system and drain field meeting all requirements of Ada County,Central District Health, Department of Environmental Quality,and the State of Idaho. Due to the distance from the street to the proposed home and shop/RV garage,the driveway will be constructed in such a way that it will support 80,000 lbs. per the City of Meridian Fire Department requirements. The driveway will also accommodate the ability for the fire department apparatus to turn around on the site. The owner is requesting a waiver of the requirement to extend municipal sewer and water mains to the property,as discussed during the pre-application conference,as the project involves only the construction of a single-family home and accessory structure. The closest existing sewer main is approximately 1,400 feet from the subject property. The requirement to extend that mainline for a single-family home is cost prohibitive,and unreasonable for the construction of a single home. Upon extension of the City sewer system past the property,the owner will connect to the municipal sewer. An agreement will be entered into that would require the owner to connect to the sewer main at a future date. Additionally,the owner is requesting a waiver of the requirement to extend the water main from the intersection of Locust Grove and Paradise lane into Paradise Lane to the eastern property line,as that extension is not necessary to provide water service to the future home,would be cost-prohibitive,and not serve any other properties in the vicinity,as the remaining adjacent properties to the east and south are remaining in Ada County and have wells providing potable water service.
