Mayor and City Council members; Please consider these points in your decision-making regarding the Prescott Ridge application on the agenda this evening. 1) We feel that the hospital portion of the application should be denied. It is a long-term untenable plan, since the property will be tightly restricted from day one. Houses, apartments and townhomes restrict them on 3 sides, and the highway on the 4th. You only have to look to St. Luke's downtown Boise to see what happens when you do that. There is nowhere to expand, except by taking over the contiguous neighborhoods. Everywhere in the region, the hospitals 1 have grown exponentially. In the meeting on 12/1/20, Mayor Simison said, "Where's the emergency access? St. Luke's grew and grew and grew! What will this look like in 10 years? We need to get this right, now, out of the box!" There are hundreds, if not thousands, of acres of wide-open, unconstrained properties just to the west of McDermott and Chinden, including the NW and SW corners of hwy. 16 and Chinden where they could build, and that Meridian could annex. This isn't the only place available! And you would still have the jobs and tax revenue jf it is moved to a more reasonable and accessible location. 2) ITD has officially denied their request for access to build a frontage road in front of our subdivision, and our Peregrine Heights HOA will not allow them access either. So their proposed secondary access to the west is virtually gone. 3) In speaking to Joe Bongiorno, Meridian Fire Department, he says that a frontage road is NOT required for this project. What is required is a secondary access road from the hospital property, which could exit out onto Black Cat Road. 4) HCA (Hospital Corp of America) l is proposing a 3 story hospital and a 4 story medical office building at this point. How long do you think it will take before they will be back to you with a variance request to build additional stories, because they started the project with no room to build around them? 5) In that same Council meeting, Liz Strader said, "Don't rush this! It's big, in size and in scope." We hope you will agree that a lot more options need to be considered before rushing ahead on this problematic plan. 6) In the Meridian Comprehensive Plan, section 5.01.02E, the policy priority states: "Support and protect the identity of existing residential neighborhoods." We hope you will consider these points, and deny the hospital portion of the Providence Properties plan. There are all kinds of commercial uses along Chinden that could work for this area, and they could move the hospital and medical office buildings elsewhere.
