The Kiddie Academy is a daycare franchise out of Washington and Oregon. Vijay Ilavarasan is a franchisee
looking to expand into the treasure valley market. The Kiddie Academy will be located at the southeast corner
of Eagle and Victory, in the same development as the existing Rite Aid.
The Kiddie Academy is approximately 7,950sf and will house a maximum of 158 children. The building will
include separate classrooms for different age groups, a storage and restroom for each classroom, a lobby for
check in, and a warming kitchen for snacks and meals for the children. In addition to the classrooms, a flex
room is shown that will be a space for specific activities for the other classes to use.
The Kiddie Academy will also include a large yard area that will be separated into three play areas with
varying types of activities for outside play for the children. The yard area will be enclosed with a 6' wrought iron
fence that is non scalable. The yard space is located at the rear and east side of the building. In addition to
the fence around the yard space, the building is designed with an egress door out of each classroom, that is
located within a fenced area, directing children to the yard space. There are gates at several strategic
locations, to provide access out onto the main sidewalk from the fenced in portion of the sidewalk.
There are 30 proposed stalls located on the property. The stalls located in front of the building are proposed to
be designated for pick up and drop off for parents. Generally, there would be a maximum of 4 parents
dropping off or picking up at the same time. The remaining parking stalls would be designated for staff parking.
There will be an average of 15 employees throughout the day, reaching a maximum of 21 staff members
during the middle of the day. With the 30 parking stalls designated for Kiddie Academy, this will leave 9
additional parking spaces to be used for pick up and drop off. In addition to the 30 stalls located on the
property, Kiddie Academy will create a drop off/pick up lane at the front of the building to allow for additional
area for pick up/drop off. This lane is designed to be entered from the south side, where it is anticipated that
the majority of parents will be coming from, and will exit to the north back into the parking lot.
The operating hours for Kiddie Academy will be from 6:30am to 6:OOpm, falling within the limitations of the
development agreement for the development. Peak hours will not be in conflict with the peak hours for Rite
Aid, making the shared parking a feasible option for overflow from the Kiddie Academy.
