The following is a project narrative for the proposed construction of a fire station and police substation for the
City of Meridian located at 2385 E. Lake Hazel Road owned by the Meridian Rural Fire Protection District.
The proposed constructed stations are to be built on parcel #S1405212420, Government Lot 3 of Section 5,
Township 2 North, Range 1 East. The land consists of 4.001 acres. The lot shows zoned as R-8, however
believed to be an error and the property is still in Unincorporated Ada County. Annexation and re-zoning are
requested for R-8 zoning.
The project consists of a separate 11,650 SF fire station building and a 11,060 SF police substation building_
The fire station will consist of living quarters, kitchen, restrooms, office and meeting space, fitness room and
apparatus areas, The police substation will consist of office and meeting space, interview rooms, break area,
fitness/locker rooms and contained sally port. The proposed stations will provide essential public safety
services to the community.
The building's exterior and landscaping will be designed to meet current City design standards as much as
possible while maintaining necessary elements of a fire and police station that have specific requirements.
A trash and generator enclosure will be shared between the two station buildings. Shared public parking will
be provided on-site with additional unsecured and secured parking for employees_ The police's secured
parking will be by suitable fencing and a gate system. Access to buildings will be provided by two separate
entrances/exits.

The meeting is for residents who live in the immediate area of a new commercial building project requiring
Annexation and Conditional Use Permit. The meeting is intended to provide an opportunity for neighbors to
learn about the project and also voice any concerns they may have. We would normally try and hold the
meeting at a city facility, but with the current challenges from the COVID-19 pandemic we will be holding a

Some of the details of the proposed project are as follows. The location proposed for the new commercial
buildings is located at 2385 E. Lake Hazel Road in Meridian. The City of Meridian is proposing to construct a
new Fire Station and Police Substation on the four-acre site (building site plan attached). The hours of
operation are 24 hours/7 days per week. Access to the site will be off a planned collector road west of site. The
proposed stations will provide essential public safety services to the community.

• If the CU is approved, an administrative Certificate of Zoning Compliance(CZC) and Design Review(DES)will be required.
• The applicant will be required to dedicate right-of-way and construct the collector to the east. Please contact ACHD for more
information.
• A future pathway is shown along the northern property line. Parks has commented they would also like a trail along the eastern
portion of the property, and a direct trail connection from the property to Discovery Park. Please contact Kim Warren for more

• Staff has concerns in regard to required security walls and how they will affect visibility for the site,the park, and pathway
connections.
