Broadway Avenue, Ste. 102 Meridian, Idaho 83642 Subject: CZC & Design Review Narrative — Precious Hands Expansion Building To Whom It May Concern: The following is a narrative describing the proposed use and function of the Precious Hands expansion building. The description includes architectural character as it pertains to exterior facades, materials, and relationships to the existing adjacent structure. The Precious Hand's project encompasses a new building on the east side of S. Meridian Street and west of S. Bartlett Ave. in Meridian. The proposed location of the new expansion building (single -story) is located to provide a new day care space to free up the limited space in the existing building that is located to the south of the proposed new building. The structural frame system is planned to be of wood stud construction with a typical gable roof. The location in front the existing building allows for vehicle access and parking and the with the shared access easement (shown in Final Plat) between the new building site and their neighbor directly north of their property. The new building will be a basic daycare floor plan with overall dimensions of 45' x 45' with two ADA restrooms. The exterior finishes for the new building will be stucco with a cultured stone wainscot on all sides of the building. Architectural Character: a) Cohesive Design: The new building will be directly north of the existing building and provides additional space for daycare functions and additional employee spaces. The height of the new building will be a single -story design, but the entrance of the building will be visible from the east facing S. Bartlett Ave. and will include modern finishes such as stucco and a cultured wainscot. b) Building Scale: As mentioned above, the overall size and arrangement of the new daycare is dictated by keeping vehicular access which is shared between Precious Hand's and their adjacent neighbor directly north of their property. The new building will be slightly aligned from the existing building to provide employee parking and well as north access into the new building. A cultured wainscot at the bottom of all the wall breaks up the elevation of the building and matching Precious Hand's original building to the south. The top of the wall will match the existing building finish with modem/natural stucco finish colors. The building will also have aluminum storefront door and vinyl windows with matching muntin patterns to create horizontal elements with all facades of the building as well as matching the existing building's materials. c) Building Form: The form and arrangement of the new building is mostly functional in providing more space for the daycare functions and allowing to free up more space for employees in the existing building. d) Architectural Elements: As discussed above, the existing architectural elements on the building is primarily stucco and the new building will complement the exterior finish, as well as blending with new finishes/colors. Some interest and variation are created by providing a more modern building look for the owner and have the entry (east) facade to be the primary visualization of the building. By not pulling in too many different finishes, the new building will be of natural colors for the stucco finish to help enhance the cultured stone wainscot. The east facade will have the entrance storefront door to provide the entry with vinyl window side lites. The roof will be a gable roof with asphalt shingles and having small dutch roofs between the east and west facades to provide a visualization in depths on those building facades. The vinyl windows, entry door, and exit doors will have a stucco trim banding to provide depth to each facade and appeal to the building. 1 307 N. 391" STREET, SUITE 1 03 NAMPA, IDAH❑ 83687 PH: (20B) 465-341 9 FX: (208) 442-3942 ARCHITECTS, CHARTERED e) Materials: The new building wall materials and finishes are detailed properly to function as required in daycare functions and providing adequate air flow and low sound transmission within the floor plan, while complementing a cohesive building design. The materials and finishes are also durable and low -maintenance. f) Signs and/or Lighting: The signs and lighting on the new building will match the existing signs and lighting (vinyl lettering/logo on the entry door and matching the architectural exterior lighting at all doors that was used on the original Precious Hands Daycare). 2. Parking Lots: The primary customer parking lot is shared with the tenant to the north of the new building site and new employee parking will be included to the south east within the lot property. 3. Pedestrian Walkways and facilities: There are no modifications to the existing pedestrian walkways and facilities running parallel to S. Meridian road and S. Bartlett Ave., but the new building site will include sidewalks encompassing the entry as well as close connection to the existing daycare on the south of the new building as well as sidewalks from the shared parking lot to the north.
