I hope this helps clear up any confusion and offers everyone some relief while we receive public inquiries that we are doing everything as outlined in code. 3185 E. Ustick Road (Eagle Commons at Ustick) History:  Annexed with Sadie Creek Commons (AZ-05-052)  Development Agreement Modification (H-2019-0082) to remove this site from the original DA following Villasport obtaining their own MDA and approvals; the original DA provisions no longer applied to this site and so the site received approval to enter into a new DA showing multiple commercial pad sites.  A-2019-0376 – First Certificate of Zoning Compliance (CZC) for the overall site improvements (majority of parking and perimeter landscaping and why residents are seeing dirt moved on site prior to a CUP approval – the site already has approvals for its general improvements).  A-2020-0163 – First CZC for one of the pad sites (southeast corner of property) for American Family Care, an urgent care facility.  H-2020-0104 – Wadsworth Meridian Preliminary Plat to subdivide property into 5 commercial building lots (Findings approved 1/5/2021).  A-2020-0010 – CZC w/prior approval to update A-2019-0376 site plan to match revised trash enclosure locations and other minor site layout revisions approved with Wadsworth PP.  A-2020-0012 (in process, not approved) – CZC for multi-tenant building in the very southwest of the site; The Oasis is applying to occupy one of these suites with the remaining suite to contain Jamba Juice in the future, according to the Applicant. Brian Tsai, The Oasis applicant, has applied for a Conditional Use Permit for a nightclub/music venue (a Drinking Establishment in our code) within the multi-tenant building, as noted. The Application was received on January 25, 2021 thth and scheduled for the March 18 Planning and Zoning Commission hearing on February 4. Planning and Zoning Commission are the decision-making body on this type of application unless appealed to City Council by residents or the th Applicant. My staff report is due no later than the Friday before the hearing (March 12) and any public testimony can be submitted in the various forms as usual.
