Review New Hull Film Virtual Tours and Approve Hull Film Invoice The Commission reviewed the virtual tours of Meridian City Hall and the Meridian Speedway. J. Evarts pointed out a missing page connected to the Meridian Water 3 Item 1. Tower. J. Nary asked about the legality of including faces and licenses places. B. Nary is not aware of any privacy act that would require blurring out faces, however he will look into it. J. Evarts made motion to approve payment to Hull Film, seconded by J. Nary All ayes 3. Review New Walking Tour Panels and Approve Invoice The Commission was pleased with the results of the new Walking Tour panels. J. Nary made motion to approve expenditure, seconded by J. Evarts All ayes REPORTS/DISCUSSION ITEMS 4. Commissioner Training from the NAPC Forum D. Lusignan brought up questions she had regarding paying rent on historic properties, B. Johnston was able to answer her questions. B. Johnston discussed establishing a historic district in the future. A historic district would provide protections for the historic character of Meridian. This undertaking would require working with Planning & Zoning and City Council. 6. Update: Managing the Historic Preservation Facebook Group B. Johnston updated the Commission regarding what the Social Media Subcommittee discussed in their last meeting. The Subcommittee is interested in joining with the preexisting History of Meridian Idaho Facebook page run by a former commissioner, Robert Mortensen. Robert Mortensen is interested in partnering however he also has some concerns. The Subcommittee will schedule a meeting with Robert to discuss further and seek guidance from the City. 7. Discuss Projects to Initiate for Fiscal Year 2021 A. Belnap asked the commissioners what projects they are interested in instigating for 2021. The Commission wants to finish listing the Meridian Speedway on the National Register of Historic Places via a new grant from the State Historic Preservation Office and to look into doing an intensive survey of Zamzows Mill. The Commission might also need to replace historic signs in downtown, continue Preservation Month celebrations, revive the student initiative and the continuing education program. The Commission recognized that the student initiative and continuing education program will look different due to COVID-19 and would consider creating a subcommittee to see how these programs could work. The Commission asked B. Fitzgerald to ask the schools if there are needs or opportunities where the Commission could get involved via the student initiative. In considering future projects with Hull Film, the Commission agreed to add one property per year. Future project could include Zamzows Mill in the spring. FUTURE MEETING TOPICS / DISCUSSION NEXT MEETING: To Be Scheduled The Commission decided to do a joint November/December meeting. A. Discuss Possible Partnership and Next Steps with Robert Mortensen of History of Meridian Idaho Facebook Group The Subcommittee is interested in partnering with the History of Meridian Idaho Facebook group in order to maximize reach. The current administrator of the group, Robert Mortenson joined the meeting to discuss further. R. Mortenson asked about the group’s ability to delete comments or off topic posts and he would like more information about the intentions of the City. B. Johnston and J. Evarts explain that the Commission intends to use social media to expand awareness of the Commission, develop content that is relatable to participants, and to facilitate learning about local history. The Commission sees social media as a primary way 10 Item 5. of reaching the community. R. Mortenson stated that he is interested in sharing administrative rights with the Subcommittee in order to grow the Facebook group and have assistance in content creation. Through discussion, the Subcommittee decided that it would be best if each commissioner create a new profile with “Commissioner” in the title, for most effective posting and commissioner participation,. This will delineate the commissioner’s personal profile from their position as a City commissioner and give the commissioners some authority when posting on the group page. The commissioner profiles will have administrative access. J. Evarts proposed that himself and J. Nary go into the Historical Society archives about once a month, prepare content for 8-10 posts, and post the content throughout the month. The Subcommittee plans on acting as storytellers for Meridian history in an effort to record and preserve the knowledge that the Historical Society holds, especially Meridian’s historian, Lila Hill. The Facebook Group will facilitate the transition of knowledge as the Historical Society phases out. The Subcommittee and R. Mortenson agreed to this proposal. R. Mortenson also mentioned that he is okay with not being an admin and releasing the rights to the City, however, the Subcommittee stated they would rather partner with the group. In moving forward, J. Nary volunteered to do a tutorial for commissioners on how to create a new Facebook profile. The Subcommittee would like to ask Shandy Lam to provide technical training, and A. Belnap will establish the terms of service for entrance into the group. The Subcommittee will report back to the Commission and prepare to transition to the History of Meridian Idaho Facebook group around the first of the year. MEMO TO HISTORIC PRESERVATION COMMISSION Update: Future Partnership with History of Meridian Idaho Facebook Group from the Social Media Subcommittee Next Steps for Commissioners: • Join History of Meridian Idaho Facebook Group • Create a new Facebook profile with “Commissioner” in the title o This is for your use exclusively on the History of Meridian Idaho Facebook Group • Rewatch Shandy Lam’s training from the August Commission Meeting on Youtube from minutes 15:00 to 42:00 (to be clear, Shandy was providing training based on the decision to create a new Facebook Group. Since then, the Commission has moved to combine with the existing group, History of Meridian Idaho, however the majority of the information still applies). Shandy provided information for all commissioners on: o How to turn on notifications for the group o When to post onto the group page and how frequently o How to navigate the group page o How to invite friends to the group o Campaigning within the group 12 Item 5.
