Vannucci made motion to approve financial statement, seconded by B. Griffith All ayes 3. Approve Expense for Replacement of Traffic Box Sponsored by Ian Lawson 3 Item 1. A. Belnap informed the Commission that a traffic box sponsored by Ian Lawson in the fall of 2019 was removed by unforeseen circumstances. J. Peters was able to describe the history of the sponsorship by Ian Lawson and the location of the box. The Commission unanimously agreed to replace the box. N. Schofield made motion to approve the expense of replacing the traffic box, seconded by B. Griffith All ayes 3. Designate Funds Received Through the CARES Act A. Belnap informed the Commission that they have been awarded a grant from the Idaho Commission on the Arts for $1,080. A. Belnap suggested using the funds for the traffic box series 2021. The Commission expressed a desire to use the funds for performing arts instead, like a community choir. J. Cavaness-Williams pointed out that the Chamber of Commerce is doing a Christmas virtual community choir. A. Belnap will contact the Chamber of Commerce to see if a community choir is a feasible goal for the Commission, especially if the grant funds would cover the cost of mixing the final product. The Commission agreed that if a community choir is not possible, the grant funds would be put towards the traffic boxes. L. Taylor made motion to give A. Belnap authority to designate these funds according to the discussion and direction given by Stuart Wiser of the ICA, seconded by N. Schofield and J. Peters All ayes REPORTS [ACTION ITEM] 4. Update: Initial Point Gallery Subcommittee B. Griffith updated the Commission regarding the closure of City Hall and the cancellation of the ICA Artepreneur Show has been canceled. She also spoke to the Commission about the informational brochure that is being created to help inform artists about the Gallery. 6. Update: Events & Outreach Subcommittee A. Belnap reviewed some of the events and activities that the Subcommittee brainstormed to contribute to other City events through the Parks & Recreation program. The Subcommittee will receive feedback on these ideas with R. White at their next meeting. L. Mauldin informed the Commission that she is finding information about Dickens Singers costumes. 7. Reports: Public Art Subcommittee J. Peters summarized the Subcommittee’s many projects. The Subcommittee opted to create the Public Art Plan with the facilitation of Tom. The Subcommittee also discussed doing an event based off a Wisconsian event called the Farm/Art Dtour that is probably not possible in 2021, but perhaps 2022. The next public art project 4 Item 1. will be located at the Ten Mile Trailhead and an RFQ will be formulated to be released in February. 8. Report: Diversity Subcommittee L. Mauldin informed the Commission that the Diversity Subcommittee will be chaired by T. Vannucci and will be made up by the chairs of the other Subcommittees. SEASON 2021 MAC SUPPORT REQUEST January 14, 2021 Meridian Arts Commission Thank you for your partnership and sponsorship of our theatrical season of shows that reach thousands of Treasure Valley area youth and families. We hope that you will consider supporting our 9th season. TVCT programs empower youth and inspire future innovators, entrepreneurs, creators, humanitarians and artists. Performing arts experiences offer youth a safe space within which to take risks, explore new ideas, develop their sense of self, express themselves, and support others in doing the same. Art education programs also build a climate of high expectation, discipline, and academic rigor that attracts businesses and strengthens community. Treasure Valley Children’s Theater’s 2021 theatrical season has been adjusted to respond to the existing health restrictions as well as the needs of our community. We are seeking support totaling $6,331 to help underwrite the following programs: •Match the Idaho Commission on the Arts support for 10 Ways to Survive Life in a Quarantine, supporting free performances in 23 Meridian elementary school classrooms Jan.-May, 2021. ($2331) •Serve as a Presenting Sponsor for the Summer Theater in the Park program, offered as a “pay what you will” to the community every Saturday at an area park (TBA), June - Aug., 2021. Discussion: Concerts on Broadway Band Needed on September 25 A. Belnap informed the Subcommittee that the Diamond Empire Band had a scheduling conflict and had to cancel their performance in the Concert on Broadway series on September 25. The commissioners suggested inviting a cultural group to perform on the September 25 such as a First Nation group, Basque, or mariachi band. The Subcommittee offered to let the Diversity Subcommittee find an appropriate group to invite to the Concert on Broadway series. 3. Discussion: Renee White Gives Feedback on 2021 Event Ideas • Unplug & Be Outside 20 Item 6. o R. White suggested that an activity that could fit for Unplug and Be Outside would be to find arts-specific activities that could be offered ex: a line dancing class, tai-chi, or Basque singers/dancers • 4th of July o The Barbershop Quartet could be a fun addition to the Independence Day Festival • Movie Nights o R. White said a sing a long movie would be possible, it would just take some navigating with the licensing. We would also have to determine the best one for families, or do a mashup of sing along clips • Gene Kleiner Day o The Subcommittee’s original idea was an intercultural activity involving dance and music and R. White suggested that something related to Gene Kleiner would be best. Perhaps music from where he immigrated from. • Block Party o R. White though that a public participation activity, such as an artist designed chalk art to be colored in by passers by would be a delightful, perfect addition • Trunk or Treat o R. White described Trunk or Treat as an event that is wholly consumed by the attendee’s search for candy. Any performances or judging contests would be difficult to get attention for. Instead, R. White suggested an installation or sculpture for the scarecrow stroll A. Belnap will price check these ideas and update the Commission with the year’s possibilities as their next meeting. REPORTS 4. Update: Dickens Caroler Costumes L. Mauldin informed the Commissioners that renting costumes from Sun Valley is very difficult and she was advised to start from scratch in the creation of costumes rather than trying to adjust or alter rented costumes. 5. Update: Ornament Drop Activity The Ornament Drop will be the weekend of December 12-13 and Commissioners are encouraged to participate. L. Mauldin recommended that the commissioner note who they are on the art they drop off so that the community knows who they are. NEXT MEETING - January 14, 2020 ADJOURNMENT 21 Item 6. J. Minutes from Subcommittee Meeting on November 19, 2020 L. Taylor made motion to approve minutes, seconded by T. Vannucci All ayes DISCUSSION ITEMS 2. Review Artist Applications and Scoring Sheets for Meridian Cycles Subcommittee reviewed the average scores of the three applicants for the Meridian Cycles property. A. Belnap explained that the scores were not necessarily the final judgement, however the scores were a starting place to begin discussion. The Subcommittee discussed the strengths and weaknesses they saw in each candidate. The property owners were unable to be in attendance due to illness. Ultimately, Ben Konkol was selected as the artist for this property due to his level of professionalism and attention to detail in his application. The Subcommittee appreciated how B. Konkol explained his plan and process for producing the mural. The Subcommittee also felt that B. Konkol’s style lends itself best to the Art Deco style requested by the property owners. The Subcommittee held a roll call vote and unanimously voted for Ben Konkol. 23 Item 7. 3. Review Artist Applications and Scoring Sheets for SagePoint Financial The property owners were not yet present, so the Subcommittee moved to the next agenda item. 4. Review Artist Applications and Scoring Sheets for Boise Co-op The Subcommittee reviewed the scores for each applicant and focused on the top three score averages: Key Detail, Sector Seventeen, and Chris Fonseca. The Subcommittee discussed the advantages and disadvantages of working with local artists and non local artists, having different artists in the City’s public art collection, and how the styles of each artist play into the vision of the property owner. Mo Valko, the marketing manager for the Boise Co-op, and Mark Neumann, the store manager of the Meridian Boise Co-op, were present in the meeting and offered their thoughts. M. Neumann pointed out that one of the values of the Boise Co-op is its focus on locality- local food and the local community. With this in consideration, the Subcommittee selected Sector Seventeen as the artist for the Boise Co-op property. The Subcommittee held a roll call vote and unanimously voted for Sector Seventeen. The Subcommittee then reviewed the top three average scores for the SagePoint Financial property: Key Detail, Sector Seventeen, and Odessa Kaufman. The Subcommittee again evaluated the strengths and weaknesses of each applicant. Eventually, the Subcommittee selected Key Detail to produce the mural for SagePoint Financial. The decision was based on how the eye catching, urban style of the artists would fit into the downtown area. The Subcommittee also noted that the property owners gave Key Detail a perfect score, indicating their strong approval of the artist’s style. The Subcommittee held a roll call vote and unanimously voted for Key Detail. ACTION ITEMS 5.
