3. Topic Proposal: Arts Diversity in Meridian- Context and Scope of Next Steps

Item 1.
The topic was proposed by J. Peters. J. Peters explains her intent in bringing up the
topic is to discuss with the Commission on how the Commission can engage more
diverse artists, be inclusive of all artists in the community, and ensure that the
Commission shares all perspectives in art. The Commission was unanimous in
favor of discussing this topic further. After deliberating on the methods to keep
this in mind, the Commission decided to create a Subcommittee whose purpose
would be to research diversity and equity in the arts, then develop an action plan
for the Commission, and bring their research back to the Commission to inform
and educate the others.

4. Update: Initial Point Gallery Subcommittee
B. Griffith introduced the current Initial Point Gallery exhibit, Pastel Society of the
West Coast, and described the upcoming exhibit, the Idaho Commission on the Arts
MAP show.
5. Update: Events & Outreach Subcommittee
L. Mauldin described the discussion held within the Events & Outreach
Subcommittee including conversations on how Art Week went, researching the
purchase or rent of caroler costumes, exploring possible partnerships with the
Parks & Rec Department or private entities, and the immersive art in the park
experience organized in Denver.
6. Update: Public Art Subcommittee
J. Peters reminded the Commission that the deadline for muralist applicants to the
Meridian Mural Series is December 7. She also informed the Commission that the
Subcommittee is figuring out what kind of help to enlist for the Public Art Plan,
whether that is hiring out the project or proceeding on their own. Lastly, the traffic
boxes were finalized and all are installed.

Dear Audrey:
On behalf of Idaho Commission on the Arts, it is a pleasure to inform you that
Meridian Arts Commission has been awarded a CARES Act grant for Fiscal Year
2021. The maximum eligible request at the time of application was $750.
However, we are pleased to report that with the addition of private funds donated
for this purpose, we are able to increase your grant award to $1,080.
In Spring 2020, and in response to the COVID-19 pandemic, Congress appropriated
CARES Act funding to the National Endowment for the Arts to issue grants in
support of the arts across America. A portion of this funding was made available to
the nation’s state arts agencies, including the Idaho Commission on the Arts, to be
distributed as special, one-time grants.
This federal funding is designated to support salaries, fees for artists and other
contracted personnel, and facilities costs (e.g., rent, utilities, etc.) It does not
require a match. As with all Commission grants, it will require a final report at its
conclusion.
Please review the Managing Your Grant brochure. Remember, this grant requires that
all printed material credits the Idaho Commission on the Arts and the National
Endowment for the Arts. Logos are available on our website. Please also consider
writing your legislators and Governor Little to express your appreciation for their
support of the arts.

2. Update: COVID-19 Impact on the Initial Point Gallery
A. Belnap reported that due to COVID-19, Meridian City Hall is closed to the public.
The current show with the Pastel Society is cut short and the installation of the
Idaho Commission of the Arts MAP show is postponed. A. Belnap has already
communicated with both groups. John McMahon from ICA responded that if the
December show gets postponed too far, then they will have to cancel the show. B.
Griffith asked if some of the artists from the Pastel Society can leave their art up
through December, just to have art on the wall. A. Belnap affirmed.

3. Review and Finalize Initial Point Gallery Brochure

Item 5.
The Subcommittee reviewed the drafted brochure that A. Belnap created and gave
feedback regarding coloring, addition information, and editing of photographs. A.
Belnap will make the suggested changes and bring back the finished brochure at
next meeting.
4. Deliberate Deadline for Accepting Artists' Applications for 2022 Gallery Shows
The Subcommittee considered the deadline for accepting artist applications and
the selection panel meeting for the Initial Point Gallery next year. It is the
preference of the Subcommittee to meet in the summertime to give the artists
plenty of time to prepare for their show. After reviewing subcommittee member’s
availability, the Subcommittee determined that the date for the selection panel
meeting will be May 26, 2021 and the deadline for receiving applications will be
May 16, 2021.

5. Discuss the Details of the Great American Paint In Show and Determine whether to
Include in 2021 Gallery Schedule
B. Griffith described the information she found regarding the national show, Great
American Paint In. According to B. Griffith’s research, very minimal cost or effort
will be required of the Subcommittee and the City to host this show, most of the
materials will be provided by the Great American Paint In organizers. The
Subcommittee agreed that if the schedule works well with the Great American
Paint In, the Initial Point Gallery will host the show in August 2021. A. Belnap will
arrange details and contract the show, if possible.
NEXT MEETING - December 23, 2020
Since the Subcommittee has no urgent projects, the Subcommittee decided to recess the
regular Initial Point Gallery Meetings until February 2021.

2. Update: Holiday Ornament Drop
A. Belnap reported that the Ornament Drop has been set in motion with the City’s
Christmas in Meridian organizers. The Ornament Drop will take place on
December 12-13. There is not much prep work, only marketing. A. Belnap is
partnering with the Parks Department to market the events and commissioners
are encouraged to participate.

3. Update and Discussion: Dickens Caroler Costumes

M. Tzompa and L. Mauldin researched local and regional stichers for this project.
M. Tzompa reached out to the former BSU costume designer and is for a response.
She also contacted the new manager of BSU costume department. Once she hears
back she will have a better idea of what cost will be. L. Mauldin knows a costume
shop that sells refurbished costumes in Sun Valley. The Subcommittee is in favor of
also looking into renting costumes, keeping in mind that owning costumes
requires maintenance, cleaning, and storage.
4. Generate Specific Ideas and Proposals for 2021 Events
The Subcommittee brainstormed the following ideas for Arts Commission
contributions and potential partnerships within the City’s current events schedule:
• Unplug & Be Outside or Kleiner Park Live
o An Art Walk where artists can set up booths or kiosks, paint live,
and sell artwork
• 4th of July
o Face painting booth
o Barbershop Quartet
o Dance/flash mob
• Movie Nights
o Sponsor a sing-a-long musical such as the Sound of Music
• Gene Kleiner Day
o An intercultural activity involving dance and music
• Block Party
o A public participation activity, such as an artist designed chalk art
to be colored in by passers by
• Trunk or Treat
o Pumpkin carving contest and/or pumpkin chucking contest. This
activity would be a marriage of STEM and Arts
The Subcommittee will present these ideas to Renee White at their next meeting.

2. Review Options for Funding Public Art Plan
A. Belnap explained to the Subcommittee that there are three options for creating a
new public art plan: hiring Via Partnerships to complete the plan, hiring Delta
James who assisted in the creation of the Arts Commission Strategic Plan, or
enlisting T. Vannucci’s expertise to complete the plan on their own. For hiring Via
Partnerships or Delta James, the Subcommittee will be eligible to apply for a grant
through the Idaho Commission of the Arts. The Subcommittee indicated interest in
working with T. Vannucci and inquired about his process. T. Vannucci explained
his process from developing concepts down to the design and implementation of
those concepts. The Subcommittee unanimously decided to move forward with
creating the Public Art Plan with T. Vannucci.
3. Discuss Proposal for Public Art Tour

Item 7.
J. Peters introduced an event/public art showing done in Wisconsin called the
Farm/Art DTour and suggested that something similar could be done in our area.
The Subcommittee engaged with the idea, discussing how this could be
implemented with the Eagle Plein Air festival or the Events & Outreach
Subcommittee’s proposed harvest fest. The Subcommittee was interested, but
agreed this is something to consider for 2022.

3. Select Location for Public Art Project to be Completed in 2021
The Subcommittee reviewed the options for 2021’s MAPS funded public art piece:
Ten Mile Trailhead, Pine Ave. Trail Hub, or Seasons Park. The Subcommittee
discussed the pros and cons of each location considering the space, the lending of
the location to theme, and accessibility to public. Ultimately, the Subcommittee
unanimously voted to move forward with a public art project at the Ten Mile
Trailhead site. A. Belnap will invite Mike Barton, Parks Superintendent and Kim
Warren, Pathways Manger, to the Subcommittee’s January meeting to discuss exact
location, pricing, and theming of the artwork.

4. Review Meridian Mural Series Call to Artist Distribution
J. Peters reminded the Subcommittee that the deadline for application is December
7. A. Belnap informed the Subcommittee that three applications have been
received.
