On site,only one other pad site has requested approval. Street Buffer(s)and/or Land Use Buffer(s): Because no residential district or uses are adjacent to site, no land use buffers are required.All street buffers will be installed by Developer with overall site improvements(see History). Open Space/Amenities/Pathways: N/A Access/Stub Streets: Access is proposed via a shared driveway access to Ustick(restricted to right-in/right-out only).Access into the site is important as proposed use tends to create more traffic all at once. Staff recommends working with developer to determine when off-site road improvements(shared drive aisle)will occur that allow for a secondary access to the south (Cajun Lane)and then out to Eagle Road. Waterways/Floodplain/Topography/Hazards: Maintain all required buffers adjacent to irrigation ditch. Sewer/Water:Will be constructed by Developer with overall site improvements. History: H-2019-0082(DA Modification to remove the subject site from an existing DA and enter into a new one specific to this site; DA Inst.#2019-121599);A-2019-0376(CZC for parking lot, landscaping, and other relevant site improvements);A-2020-0163 (CZC and Design Review approval of an urgent care facility on the SEC pad site); H-2020-0104 for a 5-lot commercial plat. Additional Meeting Notes: Due to contentious nature of proposed use, how project is presented is integral to obtaining a positive recommendation from Staff. This includes how well you try to mitigate issues brought up during the neighborhood meeting process and questions raised by Staff through the review process. Parking is a major concern to all City Staff. If you will be serving food, minimum parking requirement is 1 space/250 gross square feet. Despite the shared nature of the parking on site, there must be enough parking for each building to at least meet their minimums at the same time. Please outline your parking plan in your Narrative. Designating some of the proposed spaces for ride share only is an option to conceptually help with the parking (these spaces do not double count or remove the need to meet the minimums). A very detailed Narrative will be required that details the proposed business plan(hours of operation, capacity, potential array of uses, pedestrian elements of site and adjacent sites, potential noise, any noise/light mitigation,etc.)See additional comments from Police sent in separate email. Any roll-up doors should not face any public space; try to mitigate the visual aspect of these through landscaping. CUP process may add additional conditions beyond the minimum code requirements. i.e. maximum capacity below the fire occupancy load or hours of operation, uses, etc. Some of this may be added by the P&Z Commission but some will be determined by the proposal outlined in your application and Staffs recommended conditions of approval.The more information you can provide overall,the better outcome both you and the City can expect. Neighborhood meeting requirements have changed. New information is as follows: Radius must be mailed out to at least 500 feet and you must wait 5 days after your notice to hold the meeting;you must wait at least 10 days following the meeting to submit your application to the City. Staff highly recommends reaching out to residents outside of the required radius to help get any issues vetted prior to the public hearing. Note:A Traffic Impact Study(TIS)will be required by ACHD for large commercial projects and any residential development with over 100 units. To avoid unnecessary delays&expedite the hearing process, applicants are encouraged to submit the TIS to ACHD prior to submitting their application to the City. Not having ACHD comments and/or conditions on large projects may delay hearing(s)at the City.
