On January 14, 2021 at 1800 hours MST, a neighborhood meeting was held both in person and simulcast
via virtual meeting to discuss this project.Approximately 8 people arrived in person and 7 attended
virtually on Microsoft Teams.The following questions were asked by the attendees and we provided the
most detailed answer based on the currently available information:
Have you been in contact with the owners of the VillaSport? Because there does not seem to have
been any progress or building.
We were unable to provide details regarding the approved VillaSport project because the owners of the
project are a different entity than our developers.
In your building,are there other tenants in that same building?
Yes, we explained how the drive-thru path along the perimeter of the building is shared with one other
tenant attached to the same facility, a Jamba Juice in Lot 5.
How many people can you accommodate in your venue?
We explained that at the current stage of architectural planning for the interior improvements,we are
unable to provide a peak capacity or maximum occupancy count. But the venue can be expected to have
an occupancy similar to that of other 10,000 square foot venues.
How many parking spaces will you have available for your functions?
We will have a total of 122 available parking spaces for our facility's use based on the most current site
plan and updates from the developer. We explained that interviews were conducted with approximately
half a dozen bar and music industry professionals who explained based on their experience with peak
capacity events, approximately 40-60%of patrons would be utilizing a ride sharing service to avoid
parking issues.These numbers are additionally reflected in both Uber's and Lyft's domestic and
international ride share destination analytics. We explained that we are working with the developers to
try and create a designated ride share pick up and drop off area to reduce congestion and reduce the
number of needed parking spaces. With the assumption of the worst-case scenario of 40% ride share
use, if carpools of approximately 5 persons were used to an absolute peak capacity event, we would be
able to reach full occupancy before all of the available parking spaces are exhausted.
How many entrances and exits are there to the location and where are they?
I explained that there is currently a planned right in/right out access to serve as both ingress and egress
off Ustick Road. However,the developer does have plans to extend the private drive at the west side of
the property to connect south to the roundabout to a street connecting to Eagle Road.
Is The Oasis a chain, or are there other Oasis locations in other cities?
No, this particular project is a singular creative project intended for multiple uses. While the name is
very common, there are presently no other locations created by the same company for any use.
Do you have an architectural drawing of the building or the signage?
Yes, we showed a proposed sign drawing and concept estimation from Yesco.
If Meridian is supposed to be more family oriented, how does your facility play into that?
We explained that outside of our normal operations, we intend to open our facility during the daytime
for exclusive use as a multiple use venue.This can include partnerships and performances and
rehearsals with local dance companies, educational programs, and even adoption programs through
companies like Meridian Canine Rescue. It can also host corporate events, trade shows, art exhibits, and
many other purposes.
What are your hours of operation?
We explained that even though the current planning has our closing hours at 2am,that was for
permitting purposes only. It is likely that our facility will close earlier during weekdays around midnight
or lam due to reduced activity. Operating hours will be extended to 2am for weekend and event uses.
Is there any plan in place to mitigate loitering in the area or parking lot?
We will have our own security staff to include interior, entrances and exits, as well as providing periodic
checks of the perimeter and parking lot area to reduce the amount of external activity and loitering
leading to potential conflicts.This includes offering to call transit or ride share services for patrons
needing a ride away from the facility.
Are you aware of the restrictions on the VillaSport's conditional use permit and hours?
Yes, we explained that their restrictions included the use of outdoor activities, and speakers as well,
which required variances from existing codes or regulations. Our facility is approximately 1/12th the size
of theirs and approximately 3x farther from the closest residence with zero outdoor activity or outdoor
amplified sound. Additionally, our plat abuts only other commercial use districts and does not abut any
residential zones.
What kind of food is served in the facility and will it be all day long?
We do plan to have a kitchen area as well as the ability to prepare and serve catering for events as well
as appetizers and limited entree food items that will be available during all operating hours including
into the late night.
If we,as homeowners, decide that late at night we want to go over there to get something to eat,do
we have to pay a cover charge to get in?
We explained that the cover is typically only assessed during concert performances, booked acts, or
weekend peak hours. For other food service we will also consider delivery or a to go portion of the food
service for outside orders.
Do you have to be 21 and above to eat there?
We intend to be endorsed as a multi-use venue as part of our liquor license. During normal operating
hours and conditions,the facility will be 21 and above. However, we are able to book use of the facility
to be open to all ages if the event requires such a use.
A resident voiced a concern regarding creating a plan with area residences and businesses to ensure
that any potential parking overflow isn't going into the residential area street parking.
We will have a parking control pattern and plan in place with our in-house security staff in order to
coordinate parking during periods of peak or maximum occupancy use.This staff will ensure that
parking is positioned as efficiently as possible within the confines of our lot use and not south into the
residential area. We will include in our plan a coordination with the residences and pass along our intent
to minimize street parking in that area.
