Cache Creek Subdivision AZ, PP (H-2020-0105) Application reference https://bit.ly/H-2020-0105 For the Jan. 19, 2021, hearing we respectfully oppose the rezone and application for the Cache Creek Subdivision (H- 2020-0105) or ask that it be delayed until scheduled road construction on Locust Grove, Victory Rd., and the roundabout intersection of Locust Grove and Victory Rd. are completed. Thank you for changing the subdivision plan from previous plans so it is more consistent with the existing Cabella Creek subdivision. We urge you to accept those changes and incorporate them into the plan if you approve. The reasons for this opposition or request for delay are: 1) Lack of open spaces and public parks in the surrounding neighborhoods to the north and east. We think the subdivisions to the north and east were put in before current requirements for subdivisions and parks and open spaces were adopted. The city needs to create more parks and open spaces to make up for the increasing density in light of this concern. 2) Traffic congestion due to current two lane Locust Grove and Victory roads, lack of sidewalks and bike lanes, and lack of improvements to crowded intersection at Locust Grove and Victory Road. Impaired visibility of traffic westbound on Victory Road from the Locust Grover and Victory Rd. intersection to the first entrance into Cabela Creek.There are no speed bumps or other access improvements planned by the highway district for traffic to get onto and off Locust Grove at East Lake Creek Street. 3) The increased overall density with this project combined with the project on the south of Victory Road that is currently under application will change the nature of the area and increase traffic congestion and density. 4) There is a large bird, likely a bird of prey, perhaps a hawk, that appears to use this area as its habitat. Construction here will drastically change its habitat. 5) If approved, we ask: a. That access be provided on to either Locust Grove or Victory from this new subdivision in addition to existing access roads; b. That the approval be delayed until the improvements are made to Locust Grove and the intersection of Locust Grove and Victory Road. The memo from staff indicates that the current road conditions are unsatisfactory. Allowing this subdivision will just make it more unsatisfactory. With school traffic in the morning and afternoon along with increased traffic from new construction to the south and east it can be very difficult to access Locust Grover from East Lake Creek Street. 6) The public hearing notice sign base on Locust Grove is below street level which may make it difficult for some to see. We submitted very similar comments for the planning and zoning hearing in December. However, there was some kind of issue and they weren’t included. Although our comments were probably not submitted according to your 1 technical requirements, we wish that the City would make it one of their main priorities to reach out and assist those trying to be part of the process.
