City Council of Meridian, Meridian, Idaho. Gentlemen: The Meridian Library Hoard is again making a request for funds with which to operate t!.e library for the coming year. "eceipts this past year, exclusive of money received from the City, amounted to �986.12. This includes memorials, donations from girl organizations and library collections, (fines, fees, etc.). Memorials are designated for the pur- chase of books and the Pantheretts designated new shelving. Such monies must be used for the purposes designated. Donations cannot be depended upon in any certain amount and neither can memorials which were exceptionally highhigh this past year. The rantheretts donated 042.61 and designated addition- al shelving for the library. Three stacks of new shelving was installed at a cost ofo26.89 for material, all the labor in the building and paining was donated, in addit _on to the cash donated by a G irl ScL.utTroop, another troop donate; services at the library as a part of thier scout work. 'Mork has been heavy enc--'Sh that it has been necessary to require the services of an assistant librarian wi-th the exception of a very few evenings. The average daily circul- s.tion has been from 140 to over 300. A majority of the patrons were juveniles. The total receipts for the past year h-ve been 41860.72 .end the total Disbursements for the year are $1855.08, w}rich leaves a balance of 45.64. The amounts suggested by the co�lncil for salary and library fees have been maintained. The library board is requesting; that the library be granted the same amount this year as last year, to -wit $500.00, so the library m.ry be .maintained at the present standard. CITIES flu tile t t n0 November 28, 1966 TO: Mayors and Councilmen of District #3 SUBJECT: C A T V Franchise Ordinance --Granting Franchise FROM: Association of Idaho Cities and Mayors, Councilmen of Boise, Nampa, Caldwell and Meridian C. A. T. V. (Community Antenna Television) is becoming the hottest issue to hit the valley in many years. If you have nct been approached on the issuance of a franchise for your city, you probably soon will be. Regardless of whether or not you issue a franchise, if the other cities in the valley do so, it will have an effect on reception in your area. According to all reports, this is a most lucrative business for the franchise holder. Numerous articles on the subject have been published in magazines of wide circulation over the past 18 months. The most recent being in LOOK. The mayors and some councilmen of the above named cities and representatives from the cities of Nyssa and Ontario recently met in Meridian to discuss the granting cf C. A. T. V. franchises by those cities. It was mutually agreed that these cities would combine their efforts in research, and approach the matter in concert. This office was asked to write to each of you, recommending that you take no action on the matter until such time as the research is completed, following which you will be invited to sit in together and hear the report, and hopefully model ordinances can be presented for adoption by each city, which would set forth the terms of the franchise. Assuming that the business is as lucrative as is reported, your opportunity to arrive at an agreement which would return some revenue to your city will be greatly enhanced by working together, rather than each going it on their own. It is our understanding that the research has been started and some time before the first of the year you will be advised of the time and place for meeting to discuss the report. IDAHO Specifications for Protective Covering for Interior Surface of Dome of 351 Digestor at Sewage Treatment Plant, Meridian, Idaho The following are the specifications for the treatment of the concrete surface of the interior of the dome of the digestor at the Meridian City Sewage Treatment Plant, Meridian, Idaho. The purpose of this coating is to stop the leakage of the sewage gas through minute cracks in the dome of the digestor. The material shall be Carbomastic #12 as manufactured by the Carboline Company, 328 Hanley Industrial Court, St. Louis, Missouri, or equivalent. The concrete surface of the interior of the dome and for a distance of 2 feat below the point where the dome meets the vertical wall shall be cleaned by power tools, commercial blasting until the surface is clean in accordance with the manufa--turerls recommendations . If the surface is not rough enough, it shall be roughened either by use of acid -etching or by light sand blasting. No primer is required on the concrete surface. The area to be covered with the protective coating, Carbomastic #12 or equivalent, is the entire interior surface of dome to a point 21--0" below the meeting line of the dome and the vertical wall of digestor. The detail specification for Carbomastic #12 shall be in conformance with Carboline Products Data Sheet #765, Pages 1 & 2, or if an equivalent is used, it shall conform with the specifications of the manufacturer. Work shall be initiated in the field within 10 days of notice to proceed and completed within 15 days of notice to proceed. The City of Meridian's only obligation in this work shall be to empty the digestor in sufficient time for the contractor to proceed with the work. It shall be the obligation of the contractor to notify the City of Meridian when the digestor shall be emptied. THAT Boise Winnemucca Stages and Pacific Trailways propose to eliminate their local bus service between Boise and Caldwell, also to change the through schedules as set forth on Appendix "A". Ii. THAT the number of passengers using this local service have steadily decreased during the past several years. Example: Total passengers carried during years as follows on Boise Winnemucca Stages were: 1963 17,313 1964 159394 1965 12,962 First Six 1966 6,871 Months This decrease in passengers naturally brought about decreased revenues. This Company and Pacific Trailways have had several labor in- creases during the above period, along with increased costs in other de- partments of their operations. THAT most businesses today are on a very competitive basis and bus companys are no exception. This calls for operating the beat possible equipment. THAT the Boise -Caldwell locals are not self-sufficient and the revenues derived from mainline schedules and charter service can not be used as a medium of subsidizing the local operation between Boise and Caldwell. V. THAT the petitioners have made every economy move possible that is consonant with reasonable and adequate service such as revision of schedules, close supervision of equipment to eliminate non -revenue miles and in fact, all items of expense. VI. THAT the petitioners have for quite a number of years operated the Boise -Caldwell local service at a loss, but feel it has reached a point where the losses are too great to continue. VII. THAT when Boise -Winnemucca Stages are notified that its through schedule arriving Boise at 7045 A.M., is running late, it will dispatch a bus to Caldwell to operate that schedule on time from Caldwell to Boise. VIII. THAT this matter is being placed under Modified Procedure in accordance with Rule XIII of the Commission's Rules of Practice and Procedure and that a time limit of thirty (30) days from the date of this notice has been set for filing of written protests with the Commission by parties having an interest covered by the application.
