Attached for your review and favorable consideration is the Final Plat application for the
Impressive East Ridge 2 Subdivision. This phase of construction consists of 38 residential, 1 Private
Street, 2 Common Drive lots and 6 common lots on approximately 7.91 acres of land in the R-15 zone.
Statement of Conformance:
This final plat is in conformance with: (1)The uses and layout as shown on the approved
preliminary plat; (2)The use requirements and provisions of the UDC; and (3)Acceptable engineering
and surveying practices and local standards.

Protect Description
East Ridge Estates is located in south Meridian and fronts East Lake Hazel Road just west of the South
Eagle and Lake Hazel Road intersection. As you can see below;this community will be a positive
addition of product mixes to this growing area.

East Ridge community is a 139-residential home-site planned development on forty acres on East Lake
Hazel Road in South Meridian. The Community will consist of two product types; the Estate Home-sites
on the Rim that will consist of 17,000 to 37,000 square foot home-sites and The Village that will be an
age targeted neighborhood for the mature homeowner. The Village homes are structured as
maintenance free which is inclusive of all maintenance and is managed by the homeowner's
association. The traffic generated from The Village is less than 60%of a typical single-family home.

RESIDENTIAL DESIGN
East Ridge Estates Phase 2 will consist of 38 senior living homes that will be located inside the gated
Village portion of the development.
Overall Development:
• The Development Agreement restricts the total number of residential homes to 96 lots for the
Village housing and 41 homes for the Estate Lots.
• Zoning isR—4 for the Estate Lots and R—15 for the Village housing.
• Lake Hazel landscape to incorporate 4 to 6-foot-tall berms. A majority (80%) of the berm will be
the requested 6 foot tall. (Completed)
• Phase 1 will include the connection to Lake Hazel Road as required by City Council. (Completed)
• Construction access will be from Lake Hazel Road. (Completed)
• The neighborhood park will consist of park amenities and the park was relocated towards Black
Rock neighbors per the direction of the coalition and neighbors. (Completed)
• Domestic Water will be looped to E. Cyanite Drive which will improve current domestic water
quality for existing homeowners on City Services. (Completed)
Village Homes Area—This first phase of the gated and age targeted neighborhood is on 7.91 acres and
will have 38 senior living homes that will provide for a diversity of housing types in the area and near the
new city park.

Modification—Lot Layout Adiustments
A Development Agreement Modification was requested and approved on 11/4/2020. Part of the DA
Modification was to change the lot type, setbacks, common driveways, and orientation of some of the
lots. The number of lots has not changed from the preliminary plat to the final plat.The lot sizes have
been decreased slightly due to the removal of the common driveways that were a part of the lot and
most lots have been reconfigured along private streets.The following table illustrates the minor changes
in lot sizes and open space:

The common drives, in the original layout for the Village, average 560 SF per lot which is why the
average lot size is smaller.That space is now in the private streets, so it is no longer a part of the lot.The

Even though the open space in phase 2 & 3 has been reduced slightly,the open space for the overall
development has increased slightly.
DA Modification—Amenity Update
The Development Agreement Modification included a request to remove the clubhouse from the
required amenities. This request was approved as part of the DA Modification on 11/4/2020. Due to
the COVID-19 outbreak and social distancing protocols, potential buyers are no longer interested in
indoor gathering areas. The modification is to replace the clubhouse with a dog park, outdoor ramada
(shade structure), a water feature, and a large open park area.

Private Streets Application
A private street application is being requested with this final plat application and the future phase 3 of
the Village, as one was not applied for in phase one since there are no common drives in phase 1.
Maintenance and repair of the private street will be provided by the Homeowners Association. An
account will be created with the CCR's to accumulate funds for future repairs and maintenance of the
private street. The developer has set up several of these in the past for other developments and
understands the financial obligation and structure that needs to be placed in the CCR's.
Regional Amenities
In addition to the onsite project amenities, residents can take advantage of the new Discovery Regional
Park. The park, which construction on Phase 1 was just completed, will be located on approximately 77
acres of land directly across the East Ridge neighborhood on East Lake Hazel Road. Our residents will be
able to take advantage of the parks many features and amenities.

CONCLUSION
DevCo is respectfully requesting approval of the Final Plat for this spectacular new community located in
South Meridian. This project will provide a quality mix of products and desirable homes at allowable
densities while maintaining compatibility with Meridian City Codes as well as the surrounding
properties.
