Re: A-2020-0218 Land Solutions: Design Review Comments
We are in receipt of your comments, dated 12/16/20. To properly address each comment, we've restated
them below, along with a formal response. If you have any questions or issues with any of our responses, or
would like to discuss directly, please do not hesitate to call me directly at 208-884-2824. Thank you, in advance,
for your time and consideration of our plan corrections and response letter.
Per UDC 11-3A-1 1, all light emitting from any parcel shall not cause the light level along any property
line abutting a residential use to exceed 0.1 foot-candle. Light readings shall be measured at a height
of sixty (60) inches above grade and in a plane at any angle of inclination. Any light exceeding 0.1
foot-candle, when documented in the above manner, and extending onto an abutting residential use
constitutes light trespass. Your photometric plan shows excess light spill along the southern property line
(adjacent to the residential). In addition, I need to see cut sheets of all lighting indicating it is shielded
and downcast.
Response: Please see revised photometric plan showing the light levels at the property line abutting the
residential. Please see attached lighting cut sheets specified in the photometric plan.
2. Per 1 1-3A-19. -Structure and site design standards, the internal pedestrian walkway shall be
distinguished from the vehicular driving surfaces through the use of pavers, colored or scored concrete,
or bricks. It appears this is not met.
Response: The internal pedestrian walkway is shown connecting from the main entry door out to Truss PI.
Please see the revised site plan depicting the concrete material versus the surrounding asphalt for the
drive aisles.
3. At least one bicycle parking space is required. Where is this bicycle parking?
Response: Please see A-101 site plan, bike parking is located on the north side of the building outside
the egress door from the garage space.
4. The trash enclosure was shown on the far SE corner of the site on the approved concept plan. Why has
it been relocated to NE corner? UDC 1 1-3A-12 states trash dumpsters, trash compaction and other
service functions shall be incorporated into the overall design of buildings and landscaping so that the
visual and acoustic impacts of these functions are fully contained and out of view from adjacent
properties and public streets.

Response: The trash enclosure was relocated to the north side of the property for a more convenient
location to be shared trash with the future development on the north parcel. The trash enclosure is
painted to match the building, and will be concealed by dense landscaping with 12' tall evergreens on
the north and east sides of the trash enclosure, and a mix of blue mist shrub and fragrant sumac
surrounding it.
5. Landscaping improvements within the right-of-way shall require a license agreement between the
property owner and the transportation authority. Isn't some of your S. Locust Grove buffer in the
right-of-way?
Response: Correct, the owner is working with ACHD on the license agreement. Per email conversation,
this license agreement will be a condition of the building permit.
6. What type of ground cover is in the residential buffer to the south and in the perimeter around the
building? It is not indicated on the landscape plan.
Response: See note #9 under 'General Landscape Notes', the ground cover is 1/4" minus black and tan
perma bark mulch.
7. Parking lot perimeter buffer should be extended along the south side of the building as well.
Response: Please see revised plan depicting parking lot buffer on the 'east' side of the building per our
phone conversation. These buffer plantings include 12' tall evergreens and 4' tall ornamental grass.
8. Please describe the Sherman Williams Drift of Mist material (indicated as No. 1 on the elevations). Is it
stucco?
Response: Please refer to sheet A-21 1 for material information, A-212 is intended only to show colors.
Drift of Mist will be a stucco material, as is some of the banding on the building labeled '3' for Sherwin
Williams - Iron Ore.
9. It appears the east side of the building does not meet several requirements of the Architectural
Standards Manual (ASM). This portion of the building is visible from S. Truss Place as well as adjacent
residences. Please describe how the east side of the building meets the following ASM requirements:
1. 2.3A. Consistently incorporate at least two (2) architectural features into the building design that
are pedestrian scale, to include: fenestration patterns; architectural elements such as ledges,
lighting, or canopies; material or pattern banding; or detailing (see Pedestrian Scale definition).
Response: Please see revised elevations with added fenestration patterns and awnings to create
two architectural features on the east building facade.
2. 3.3D. Average 30% fenestration for applicable first floor facade, unless specified elsewhere. May
also meet fenestration alternatives (see 3.3E). - there is no fenestration (windows and doors) on
the east side.
Response: Please see revised elevations with fenestration added to the east side of the building.

However these added windows do not reach the 30% required fenestration of the east building
facade. Please see the next section for compliance with the fenestration alternative.
3. 3.3E. Fenestration Alternative: Incorporate doors and windows for at least 30% of applicable first
floor facade, or suggest their inclusion using faux treatments that incorporate at least two of the
following: material changes, reveals in conjunction with color or material change, qualifying
modulation such as recessed areas, architectural trellis, awnings and canopies over access
areas, detached structures such as pergola, or similar architectural features and details. - this is
an alternative to providing doors and windows, but this does not appear to be met.
Response: Please see revised elevations for added fenestration. Canopies have also been
added. The building wainscot, which is a different material, was raised up taller to create more
variation and scale to the building. The canopy and change in material create two additional
architectural treatments to the building, that meet the fenestration alternative requirements.
4. 5.1 B. For all facade elevations visible from public roads, public spaces, primary entrance(s) of
an adjacent building, and facing residential districts, use at least two distinct field materials,
colors, or material -color combinations on the building facade (see also Material definitions). -
there appears to be only one field material (see definition of field material in the ASM.)
Response: The east facade has two distinct materials incorporated, with stucco on the upper
portion of the facade, and the MBCI ribbed panel at the base of the building. There is also a
darker colored stucco accent band at the horizontal plane to separate the two differing field
materials.
