CC - Applicant explanation of changes - revised Pre-Plat PLANNING SERVICES RO.Box 405 Boise,ID 8370i 208.908.1609 MEMORANDUM TO: Joe Dodson, Meridian Planning Division Bill Parsons,Planning Supervisor FROM: Penelope Constantikes DATE: November 17, 2020 RE: HORSE MEADOWS SUBDIVISION REVISED PRELIMINARY PLAT Please find attached the updated plat that we have discussed over the phone. The changes are as follows: • The open space has been moved to the center of the subdivision and the future open space where the current connection to Black Cat Road in the easement area is shown. • The applicant is proposing to construct the public road through the easement area as desired by both ACHD and the City of Meridian. • The lots that back up to Black Cat Road have been widened. • The lot count remains at 26. ANALYSIS: • The public goad construction in the easement area requires the release of easement rights by the three easement holders in order for ACHD to accept the new public road. An initial discussion with all three has been done and the applicant is working with legal counsel to draft an easement release agreement. The applicant will provide the easement release agreement to the City for review by the City Attorney for review, if desired. • In exchange for the release of the easement rights, the applicant is proposing to extend the public road and extend sewer, water and pressurized irrigation to the east property line of the subject site within the existing casement/future public road area. These will be dry lines except for the service lines for Horse Meadows_ • Based on a discussion with Stacey Yarrington with ACHD, the additional easement area located on the Alexander parcel will need to be dedicated as well in order to provide a minimum of/2 of a street section plus 12 feet for two (2)travel lanes—shown below in pink. LAD USE PLANNING - DUE DILIGENCE - INDIVIDUAL ASSESSMENTS • Subject to the release of the easements and the additional ROW to provide sufficient travel lanes,ACHD is in support of the updated plat. • At a minimum,the additional ROW will need to extend to the eastern boundary of the eastern north/south aligned street in Horse Meadows. • The actual release of the easements will occur with the three parcel holders when public road access to Pine Avenue is accepted by ACHD and available for travel. At that point the open space depicted on the plat where the easement currently connects to Black Cat Road will be installed which blocks any future access to Black Cat Road at that location. • This public road connection will revert back to easement east of the subject site east property line and will continue to function as access for the three easement holders to reach the new public road access to Pine Avenue. LANDSCAPE PLAN A revised landscape plan is in process and be provided to the City of Meridian prior to application for the finial plat. SUMMARY This revised plat provides the City and the Highway District with their preferred access design and relocates the opens space to the City's direction. We appreciate the City's assistance in getting to this final design. While it has taken some time and multiple iterations of the plat,we are pleased to provide a plat that meets all of the design elements requested.
