Southridge Apartments
Dear Mr. Parsons:
We are pleased to present an application to the City of Meridian to modify the existing Southridge
Apartments Development Agreement associated with file RZ 11-002. Accompanying this letter of
explanation,please find the Development Agreement Modification application and required attachments.
Background
The Southridge Apartments project consists of three parcels,all owned by Southridge Farm, LLC.Together
they comprise 35.5-acres, are annexed into the City of Meridian, and zoned R-15. The Future Land Use
Map designation is High-Density Residential. The site is located south of Overland Rd between Linder Rd
and Ten Mile Rd, accessed from S. Grand Fork Way.
The property was originally part of the Southridge annexation(AZ-06-031)and DA Inst#107074205,which
was modified in 2011 by Inst #111102269. The Southridge Apartments site was later rezoned and
incorporated into a separate Development Agreement with file RZ 11-002, recorded as Inst#111099621.
In 2013,the overall Southridge Development Agreement was further modified with file MDA 12-009 and
recorded as Inst#113077158.
In 2015, a preliminary plat and associated applications were approved for adjacent properties under the
"Southridge Estates Subdivision"(files RZ-14-007 and PP-14-017).This preliminary plat set forth the design
of S.Grand Fork Way,the public street establishing the east boundary of the Southridge Apartments Phase
3.As a condition of approval with the preliminary plat,the Southridge Apartments DA was modified (MDA
15-010, recorded as Inst#2015-112096) so the boundaries of the Phase 3 area reflected the alignment of
S.Grand Fork and the single-family development to the east. No detailed design for the apartments within
Phase 3 was included at that time. Other minor adjustments to the DA Conditions were adopted.
As contemplated by both the overall Southridge DA and the Southridge Apartments DA,and as specifically
shown by the Conceptual Site Plan attached thereto, the project has been underway to construct
apartment buildings on the property within the areas identified as Phase 1 and Phase 2. This portion of
the development was granted Conditional Use Permit approval (file H-2017-0077) in 2017 and includes
476 dwelling units on approximately 27.73-acres.
Development Agreement Modification
This application requests approval of one specific modifications to the DA per MDA 15-010, recorded as
Inst#2015-112096.This modification is contemplated in the original DA.

Condition 5.1.5 states:
5.1.5 Prior to development of the third phase of the project, a modification to the
development agreement is required to update the conceptual site plan to include a
development plan for this area.
At the time of the original DA approval in 2011 and also during the 2015 modification, a land plan and
design for the Phase 3 area had not been determined. It was recognized that this area abutted the
approved single family residential areas to the east, also in the Southridge development. The
configuration of the Phase 3 area needed to be well-integrated with those single-family properties.
We are enclosing the proposed overall, and updated, Conceptual Site Plan for the entire Southridge
Apartments property. The proposed configuration reflects the approved designs of Phases 1 and 2, but
now also reflects the proposed concept plan for the Phase 3 area. Phase 3 continues the design of Phases
1 and 2,adding 14 buildings to this section of the community.We request that the Southridge Apartments
DA be modified to incorporate the updated conceptual site plan.
In addition, architectural elevations of the buildings being constructed at the project are available. If
desired by the City,these elevations can also be incorporated to the modified DA to conceptually illustrate
the architectural character of the development.
Conclusion
The Southridge Apartments is bringing much needed housing options to the City of Meridian,fulfilling the
City's vision in the Future Land Use Map and Ten Mile Area Interchange Specific Area Plan. Phases 1 and
2 provide pedestrian oriented multi-family buildings within a project that creates its own community
neighborhood identity with a unique site layout, architectural style and abundance of open space and
amenities.The proposed design of Phase 3 will expand on this successful theme.The Phase 3 portion will
enjoy access to the Phase 1 and 2 amenities which include Community Clubhouse, community room,
management office, exercise area, spa, two pools, and outdoor kitchen. Phase 3 will also add additional
amenities to benefit all three phases.
Continuing the design of Phases 1 and 2,the site is intentionally planned to have extended setbacks from
the perimeter public streets to create a larger landscape buffer. Each building is rotated such that no two
buildings are parallel to each other or parallel with a public street. Thus, eliminating the "row" effect and
creating a much more park like setting. Drive aisles are intentionally angled to eliminate long parking lot
views and to act as traffic calming.
Though the existing DA and requested modifications provide a framework for the project, we recognize
that prior to development a CUP is required for the multi-family use and prior to submitting for building
permit,Administrative Design Review, and Certificate of Zoning Compliance approval is required.
