Meeting Minutes — July 13, 2020
Call to Order:
The Meridian Rural Fire Protection District meeting for July 13, 2020, was called to order at 4:01
p.m. by Commissioner Ward. Roll call was taken.
Attendees: Commissioner Marvin Ward, Commissioner Derrick Shannon, Commissioner Randy
Howell, Councilman Brad Hoaglun, John Fitzgerald, and Deputy Chief Charlie Butterfield
Approval of the Agenda:
Motion was made and seconded to approve the meeting agenda as presented. Motion approved.
Approval of the minutes:
Motion was made and seconded to approve the minutes from the June 8, 2020, MRFPD meeting.
Motion approved.
Treasurer's Report:
• Approve and pay bills as follows:
✓ Check #5337, City of Meridian, $99,316.75 for May for 2020.
✓ Check #5338, John O. Fitzgerald, $866.24 for March 2020 legal services
A motion was made and seconded to approve and pay checks numbered 5337 and 5338 as
presented. Motion approved.
• Current net cash position is currently $3,669,133.23.
• US Bank and LGIP statements were presented for review and approval.
Old Business:
1. Deputy Chief Butterfield gave a current update on Covid-19 as it pertains to the Operations of the Fire
Department. Meridian Fire has not seen a large increase in call volume even with increased positive
testing results in the community, nor have we had any major impacts to our personnel. Deputy Chief
Butterfield and EMS Division Chief Hendrick continually discuss current new information related to
Covid-19 for situational awareness within our agency and partner agencies in order to relay pertinent
information to our crews in a timely manner. Councilman Hoaglun stated that tomorrow, (July 14th) at
4:00 p.m. Central District Health will be meeting to discuss possible future mask requirements for Ada
County.
2. Chief Butterfield gave a quick update on the Lake Hazel Property. The van and the tractor are no longer
on the property; they have been removed. Meridian Fire is continuing to use the house on the property

for fire training purposes. Division Chief of Training, Kevin Fedrizzi has acquired a demolition permit
from the City to have on hand when needed. The plan is to eventually burn down the structures when
training at the house has been exhausted. The property is still being utilized by the turf company across
the street for storing some of their equipment and tractors. Chief Butterfield asked the Commission if
they had any concerns with the turf company using the property and if they wanted to consider
requesting some sort of release of liability from the turf company. The Commissioners did not have any
concerns at this time with the current arrangement. The pole barn is still on the property. If the District
eventually wants to sell the pole barn, then they would need to follow statutory requirements for public
notice.
3. It was decided to table the discussion on Fire Stations 7 and 8 and Rural District Foregone taxes until the
next Rural Fire District meeting.
New Business:
1. Motion was made and seconded to schedule a Special Meeting of the Meridian Rural Fire District for next
Monday, July 20th, 2020, at 4:00 p.m. to discuss the FY21 Fire Department budget and subsequent FY21
Rural District Budget including a Resolution to accept the MRFPD Fire Contract service fee calculation of
8%. Also placed on the Special Meeting agenda next week will be the discussion of Fire Stations 7 and 8
and Rural District Foregone taxes. Motion approved.
2. Commissioner Shannon asked about the southeast Meridian property and if there were any updates on
the road access design and easement that was discussed in early 2020. Commissioner Ward stated that
there were no new developments that he was aware of and that the District is just waiting to hear back
from the Park's Director for the next steps.
Motion was made and seconded to adjourn the July 13, 2020, meeting of the Meridian Rural Fire Protection
District. Motion approved. The meeting was adjourned at 4:25 p.m.
