5ite/Landsca e Plan; The Site Plan prepared by Craig Bruneel, labeled "Bruneel Tire Factory" and
stamped "Approved" on December 2, 2005 by the Meridian Platuung Department is approved, with
the fallowing change: 1. Add three trees to the landscape planter adjacent to the parallel parking on
the south side of the parking lot, in order to meet the requirements ofUDC 11-3B-7. The approved
site/landscape plan is not to be altered without prior written approval of the Planning Department.

Izxigation: An underground, pressurized irrigation system must be installed to all landscape areas per
the approved specifications and in accordance with UDC 11-3A-15.
Protection of Existin Trees: Any existing trees on site must be protected ar mitigated for in
accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-
10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of
protection/relocation rneasuresforthe existing trees prior to construction. Any severely damaged tree
must be replaced in compliance with UDC 11-3B-10-C5.
Parkin: The proposed parking areas shall be paved and striped in accordance with UDC l l -3B.
Project engineer/architect shall certify that the number and size of handicap accessible spaces
conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have
signage in accordance per ADA and signed "Van Accessible".
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18.
Li htin :Lighting shall not cause glare or impact the traveling public or neighboring development
and comply with lighting standards as defined in UDC 11-3A-11.
Si is e: No signs axe approved with this CZC. All business signs will require a separate sign
permit in compliance with UDC 11-3D.
Trash Enclosure: Any dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash
enclosures must be built in the location anal to the size approved by SSC.
Handicap-Accessibility: ~ The structure, site improvements and parking must be in compliance with
all federal handicap-accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit.
If any changes must be made to the site plan to accommodate the ACHD requirements, a new site
plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a

District Planning staff has reviewed the above referenced application and has the following
comments related to the development:
• Bower Street: The site has access to Bower Street, a dead end local street. Bower Street
is currently improved with vertical curb and gutter, but no sidewalk abutting the site. Due to
the fact that the street is not a through street, District staff is not requiring the construction of
sidewalk on Bower Street.
• Meridian Road:
o The site has frontage on Meridian Road. Meridian Road is currently improved with
vertical, curb, gutter, and sidewalk abutting the site.
o The site has access to Meridian Road via a driveway located at the north property
line. Meridian Road is a minor arterial roadway, and the District typically restricts
access to arterials based on the posted speed limit. This driveway is the only access
into the existing building on the site (building previously utilized by Ada County Weed
Control). In addition, the portion of Meridian Road abutting the site is included in the
Split Corridor roadway project (see comments below). At this time, District staff is
not restricting this driveway, but the driveway may be restricted in the future with the
construction of the Split Corridor roadway project.
• Split Corridor Roadway Project and Right-of-Way: Meridian Road abutting the site is
included in Phase 2 of the Split Corridor project (Franklin Road north to Fairview/Cherry
Lane). This project is listed in the update to the Five Year Work Program (scheduled to be
adopted January 18, 2006) as preliminary development (construction year not yet
established). The concept plan for the Split Corridor project shows the cross-over portion
between Main and Meridian Road coming back together adjacent to the east of this site (see
attached concept). Because the roadway project has not yet been designed, the right-of-
way width has not yet been determined. Therefore, District staff is not requiring any right-of-
way dedication at this time. There is 60-feet of existing right-of-way for Meridian Road
abutting this site.
• No site improvements are required by ACHD, but the applicant will be required to pay a traffic impact
fee. The applicant will need to submit architectural plans to ACRD for review by the Development
Review Division for purposes of impact fee calculation.

In response to your inquiry, I have determined the following
The City of Meridian has adopted a new zoning code which is effective as of September 15, 2005. From the
information you have provided, it appears your business would be classified as a Major Vehicle Repair Shop.
The City classifies vehicle repair in two categories: minor and major. The use of the property to sell tires qualifies
as a minor vehicle repair shop, but the rebuilding of engines is classified as major vehicle repair.
MCC 11-1A-1 defines Minor Vehicle Repair as: "The use of a site for minor vehicle maintenance and repair. The
use includes vehicle repair garages, muffler shops, fire sales and installations, transmission shops, and wheel
and brake shops." MCC-1A-1 also defines Major Vehicle Repair as: "The use of a site for major vehicle rebuilding
or reconditioning. The use includes engine rebuilding; major reconditioning of worn or damaged motor vehicles;
and collision service, including body, frame, or fender straightening or repair.
The property you have inquired about, 517 North Meridian Road, is zoned I-L (Light Industrial). Per the table of
Allowed Uses contained in MCC 11-2C-2, both Major and Minor Vehicle Repair shops are principal permitted
uses in the I-L zone, meaning that they are allowed uses. They are subject to Specific Use Standards contained
in MCC-11-4-3.38 which state: "A. Where adjoining a residential property or district, all repair activities (including,
but not limited to, open pits and lifts) shall occur within an enclosed structure. B. Inoperable or dismantled motor
vehicles shall be stored behind a closed vision fence, wall, or screen or within an enclosed structure and shall not
be visible from the street."
Prior to application for a building permit for any commercial structure on the property, a Certificate of Zoning
Compliance is required from the City, which is a staff level application with a 7 working day turnaround time. At
the time of CZC review, it would be determined if the Specific Use Standards stated above would apply to your
project.

I am writing to see if you can give me some information about the 517 North Meridian Rd. (currently the Ada
County Weed Control location). The realtor has told me that it is zoned Industrial. We are considering the
location for a Tire Store /Automotive Repair -retail location. I always thought that our use was designated to be
C-1. We do perform complete automotive repair. We do Engine replacement. But other wise we sell tires,
perform all light mechanical repairs to cars and trucks.
Can you give me some idea as to what expect to from the city in terms of zoning requirements or our expected
use of the property? We are considering a purchase commitment on or before the 27th of September.

spacing as appropriate.
Matched Precipitation Rates: Sprinkler heads must have matched precipitation rates within each control valve
circuit.
Irrigation Zones: Sprinkler heads irrigating lawn or other high-water-demand areas must be circuited so that they aze
on a separate zone or zones from those irrigating trees, shrubs, or other reduced-water-demand azeas.
Overspray: Sprinkler heads must be adjusted to reduce overspray onto impervious surfaces such as sidewalks,
driveways, and parking areas.
Notes:
Irrigation Required: All landscape azeas shall be served with an automatic underground irrigation system.
Additional requirements affecting pressurized irrigation systems canbe found in City Ordinance 9-1-28.
Irrigation Water Source: Use of non-potable irrigation water is required when determined to be available by the City
Public Works Departrnent as regulated by City Ordinance 9-1-28. If city potable water is used, a separate water
meter is recommended so the owner can avoid paying sewer fees for inigaton water. Potable water shall not be
used as a primary irrigation water source on non-residential lots with more than'/ acre of landscaping. Year round
water availability is also required by connecting to city potable water or an on-site well as a secondary source.
