We tried to work with ITD and the CenterCal design team, but without the adjacent property owners’ willingness to dedicate the right-of-way, we could not require the pathway. Therefore, the road trust option will not work. At least not with ITD/CenterCal. Matt – I’m not guaranteeing anything, but I wonder if Parks would be open to partnering with you to get that pathway up the hill? I know there is quite a steep slope there and maybe some irrigation concerns, but maybe if resources are pooled to design and construct we can get from Lanark to Franklin. If interested in this option, please contact Mike Barton and/or Kim Warren in our Parks Department (they are copied here too.) Parks’ mainline number: 208-888-3579. Of note, we worked with Keller and Associates, through a COMPASS grant, to study Eagle Road a few years ago for bike, pedestrian and lighting needs. This project analyzed the existing conditions in the corridor and then broke the corridor into “bite-size” segments. This segment, 6, while very important was not identified as one of the most critical and to date has not gone into phase 2 analysis. Attached is the analysis Keller did, hopefully this is helpful. Yes, you can submit a bid for the cost of construction & surety in lieu of not constructing it at this time; I’m not sure though how it will work when they do the improvements (i.e. if you can pay them to do the work or what…maybe run it by ITD and see what they say). Since that is to be widened as the third stage of the Stars agreement with Center Cal, can we road trust the funds to construct a 10’ path with base for use in building that pathway and have them install it as part of that project? The city should be requiring that work with the Eagle Road project since the property to the north that is already improved doesn’t have the walk and since ACHD owns the corner and they wont build the path. If the architect didn’t make this request is it too late for it to be added?
