PZ - Narrative PROJECT NARRATIVE Conner Square Subdivision—Conditional Use Application Zoning: City of Meridian, Medium Residential (R-15) Property/Parcel Information: S1212428281 &S1212408008; .66 total acres Proposed Uses: (3)four-plex units, 12 total units Open Space: 7,827 sq.ft open space within project limits and one community garden as use for an amenity. Adjacent Land Uses: R-15-Medium Residential This project is strategically located as a transitional land-use between existing four plex multi—family units to the north and west, an apartment complex to the east and commercial uses to the south. Subsequently,we feel this development is important in completing the City's vision and requirements to have more mixed-use community by diversifying housing types. This will effectively offer more rental housing within walking distance of downtown shops and thereby promoting smart infill projects within the City. The following is a summary of the use: FOURPLEX UNITS: The Fourplex Homes are designed to be oriented towards the front of common areas to encourage an active social neighborhood feel while parking is designed to be easily accessed off the streets. Residential dwelling units are planned to be two story units between 900 and 1,000 square feet in size. This project also has locations for trash enclosures and cluster mailboxes, personal patios for each unit and common open spaces. DIMENSIONAL STANDARDS: City of Meridian's code requires a Minimum 10' setback from the street, 20' minimum setback from the street to the garage, 3' interior side setback and 12' rear setback. Multi- story duplex buildings with 40' maximum height. This project meets a majority of these setbacks; however,we are requesting a variance on the rear setback requirements from 12'to 10'.This request is due to a previous preapplication meeting with Staff on July 18, 2019 at which,the owners where informed that the set back from the property lines was 10 feet.They then designed the site to fit these setback requirements along with other requested building layouts per the meeting. We have since worked with Staff regarding this item and they are in agreement with the variance of the setback to 10' due to the confusion of the original preapplication notes, attached. PUBLIC STREET NAME: No new public streets are proposed with this work, only internal parking lots. IRRIGATION PLAN: Automatic controlled drip and sprinkler irrigation. PHASING: Only one phase of work is proposed for this project. OPEN SPACE: This project contains landscaped open space that will be maintained by the owner of the project. LANDSCAPE PLANS: The Landscape Plan is attached with noted irrigation specifications. Landscaping is planned along all property lines and consists of a mix of deciduous, evergreen trees, shrubs, perennials, and grass.The plan also incorporates a hierarchy of plantings from flowering plants to shrubs and trees with a mixture of plant material with the hopes to provides seasonal color throughout the year. Deciduous trees are planted along the street and in the parking area to provide shade. AMENITIES: This project will provide one community garden and over 7,000 sq ft. of open space. ROADWAY ACCESS: Access into the Conner Square Sub will be off of W. Broadway Ave. and W. Idaho Ave. PRE-APPLICATION MEETING & NEIGHBORHOOD MEETING:The pre-application meeting was held with City of Meridian Planning staff on July 7, 2020. A neighborhood meeting was held on August 12, 2020 at 6 p.m.via Zoom.
