RE: H-2020-0101 / Daphne Square Subdivision / 4700 W McMillan Road
Alan,
The City of Meridian has requested feedback regarding a proposed annexation and
preliminary plat for the Daphne Square Subdivision, which will consist of 30 attached
and detached single-family homes on 5 acres at 4700 W. McMillan Road. Ada
County supports the application due to the proximity of the site to existing urban
services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential
development to occur at urban densities within Areas of City Impact where public
facilities are available.
The layout of the subdivision also complies with many of the goals of the Meridian
Comprehensive Plan, as adopted by Ada County. The proposal to dedicate 0.6 acres
of the site as common open space and provide a covered seating area is in compliance
with Goal 3.07.02A, which encourages usable opens space to be incorporated into
residential subdivisions. The road connections proposed to the north and east are
supported by Goal 3.03.03C, which requires street connections between subdivisions
at regular intervals to enhance connectivity and improve traffic flow, and the
pedestrian connections which are proposed to McMillan Road, and to the properties
to the north and east are compatible with Goal 3.07.02C, which requires pedestrian
access in all new development to link subdivisions together to promote neighborhood
connectivity.
Regarding land use, the comprehensive plan currently adopted by the County for the
Meridian Area of City Impact designates the site as Low Density Residential, which is
intended primarily for single-family residential development at densities of three
dwelling units per acre or less. Meridian has since adopted an updated comprehensive
plan designating the site as Medium Density Residential, within which the proposed
density of six units per acre would be allowed. Ada County looks forward to working
with city staff in the renegotiation and adoption of the updated Comprehensive Plan.
