Good afternoon all, Thank you Penelope for the email and to your clients’ willingness to work together to find a solution. I wanted to circle back around to confirm my understanding that we have a solution that ACHD can support. We have a city council meeting tonight and this is a key item that we want to finalize/resolve so that the project can continue to move forward. Will someone from ACHD be attending the hearing either in person or on Zoom? Mindy are you or Bill taking the lead on this since Gary had directed that we work with you? 2 I know there have been several conversations so I just want to make sure that everyone has the same understanding and expectations as to the solution from ACHD’s perspective. Please advise. Thank you. We all know that no configurations of arterials are static...they evolve over time. The alternative ped access for Jocelyn is in reality a mid-horizon temporary solution. Specifically, routing pedestrians down through the entry of Timberline and along Contender into Jocelyn Park. At some point the 'cost' of the Ridenbaugh Canal in terms of traffic safety and other considerations will be greater than the cost of a more permanent solution such as straightening out Victory Road and enclosing the canal, and I believe, is without question. Only the time this occurs is undetermined. . The completion of Jocelyn is a benefit for both Meridian and the District. With that thought, the work around is a good solution that provides an acceptable answer for all parties. The developer and the project team are in support of Jocelyn Park and we hope that this project is approved by Council. Best regards, Penelope Constantikes Principal P.O.
