Broadway Avenue Meridian, ID 83642 RE: Daphne Square Subdivision Annexation, Rezone,and Preliminary Plat Applications Dear Commissioners and City Council Members: On behalf of Schultz Development,LLC and Berkeley Communities, Inc,please accept these applications for annexation, rezone, and preliminary plat for the Daphne Square Subdivision located at 4700 W. McMillan Road on the northeast corner of McMillan Road and Black Cat Road. We are requesting annexation and rezone from County RUT to R 15 and a preliminary plat for 30 building lots and 3 common lots on 4.97 acres. Existing Master Plan and Zonin The property is currently Ada County RUT and shown as Medium Density Residential on the Meridian Comprehensive Plan and Future Land Use Map. The property is adjacent to the following subdivisions: West—Jump Creek (R-8) North—Brody Square(R-8) East—RUT, undeveloped with single residence on 5 acres,Medium Density Comp Plan South RUT, across McMillan Road,undeveloped, Medium Density Comp Plan Southwest—Oak Creek(R-8)—across McMillan and Black Cat Proposed Zoning In accordance with the Meridian Comprehensive Plan and to allow a diversity of quality housing product in the area,the site is proposed to be zoned R-15 with single-family attached housing. Site Statistics The proposed site statistics are as follows: Qualified Zoning Building Lots Gross Density Open Space R-15 30 6.03 12.4% Sewer Service The Daphne Square Subdivision will be serviced by an 8-inch sewer main to be constructed in 2021 in the stub street from the Brody Square Subdivision to the northwest and the sewer depth has been coordinated with the adjacent developer to be adequate for this property. Water Service The Cache Creek Subdivision will be serviced by an 8-inch water main to be constructed in 2021 in the stub street from the Brody Square Subdivision. An additional connection to the existing 12"water main in either McMillan Road or Black Cat Road is feasible at the end of the cul-de-sac if requested by the City of Meridian. Pressure Irrigation Pressure irrigation will be provided by Settlers Irrigation District(SID)via pressure irrigation mains tp be constructed adjacent to the site by the Brody Creek Subdivision. The proposed Brody Creek pump station design has been coordinated with the adjacent developer and a private cost-share agreement has been proposed. Gravity Irrigation The site has private irrigation delivery laterals running from the east to the west along McMillan Road providing service to properties to the west. The irrigation laterals will be piped in accordance with Meridian ordinances. Roadways and Storm Drainage The site is will be accessible to a stub street provided by the Brody Square Subdivision to the north with connections to both Black Cat Road and McMillan Road through Brody Square. No new roadway connections will be made to either Black Cat Road or McMillan Road by this property. A stub street for future easterly connectivity will be constructed by Daphne Square. All interior roadways will be 33' back to back of curb with detached 5' sidewalks and 8' tree-lined parkstrips. A street parking plan has been provided with the application to show"guest"parking of 30 spaces on the public roads including the extra wide cul-de-sac_ The guest parking is in addition to the 2 garage spaces and 2 driveway spaces per house. Storm drainage for the interior roadways will be mitigated by a landscaped retention pond on Lot 30, Block 1 in accordance with ACHD design criteria. ACHD has future plans for a roundabout at the corner of Black Cat Road and McMillan Road. The preliminary plat has been coordinated with extra wide right-of-way of 50 feet on Black Cat Road and 61 feet on McMillan Road. The perimeter right-of-way required by ACHD from Daphne Square is 1.25 acres or 25%of the 5-acre site. Amenities The small site has a covered sitting area with benches, connecting sidewalk to McMillan Road, and 8- foot-wide parkstrips. With the addition of 1/2 of the 25' landscape buffers on McMillan.Road and Black Cat Road,the site has 0.61 acres of qualified open space or 12.4%. Lot Size and Architecture The site has been designed in accordance with R-15 dimensional standards with lot sizes ranging from 3,030 SF to 4,609 SF, with an average lot size is 3,189 SF. The homes will all be two-story products with 2-car garages and homes ranging from 1,800 SF to 2,100 SF similar to the renderings provided in the application. The majority of the homes will be attached. single-family residences with alternating zero lot lines. 2 of the 30 lots will be single-family detached due to the odd lot count on 2 of the blocks. Variances The site design for the Daphne Square Subdivision exceeds the minimum requirements of the R-15 zoning ordinance and no variances are requested with this application. Summary The proposed annexation,rezone, and preliminary plat applications for the Daphne Square Subdivision carefully considered all aspects of the Meridian Zoning Ordinance,the Meridian Comprehensive Plan, site location, surrounding neighborhoods, and the housing market in Meridian to develop a high-quality residential development that exceeds the minimum development standards and provides compatible design characteristics with the surrounding neighborhood.
