ACHD Transmittal (A-2020-0123)A-2020-0123Ten Mile Trailhub Cam Scott 18 May 2018 PROJECT NARRATIVE Please accept the CZC application for the Ten Mile Trailhub project, proposed for development by Meridian Parks and Recreation. This property is zoned R-4. Parks and recreation is a permitted use in this zone. The Trailhub will serve to beautify and take ‘recreational advantage’ of an otherwise unused parcel. This Ten Mile Trailhub is intended to serve as the first-ever trailhead facility constructed expressly to serve the Meridian Pathway system It will offer a gateway to the system as well as an opportunity to begin developing greater visibility and branding for Meridian Pathways. Project amenities include parking for 34 cars, pathways and sidewalks, a bicycle repair station, drinking fountain/fill station, bicycle parking, seating, and a flex-use plaza to serve future planned events and pathways-related activities. We will also be installing a prefabricated restroom building, identified for relocation from the Community Center. Landscaping includes required street trees and parking lot landscape, as well as strategically limited manicured turf areas. Approximately one-third of the proposed landscape will be low-water use plant materials, with limited irrigation. Future amenities (in conjunction with Meridian Arts Commission) include art and signage for wayfinding and identity. The Trailhub project is located on the westerly portion of an ACHD-owned parcel that fronts Ten Mile Road, just south of the Five Mile Drain, across from the WWRRC. ACHD will retain ownership of the property. The City will develop a portion of the site --approximately 1.3 acres. (See Westerly Remainder/Warranty Deed.) The property east of the proposed Trailhub will continue to function as an ACHD storm water facility. Provisions for infrequent cross-access to that facility are part of the site plan. The City has entered into a cost share with ACHD for the first phase of construction (concurrent with the Ten Mile Road Widening project, now underway) and will develop Phase II of the Trailhub under a separately bid contract as soon as roadway widening is complete. A license agreement with ACHD will allow for development of Phase II and provide for the long-term use and maintenance of the completed site by Meridian Parks and Recreation. Please consult diagram immediately following this narrative for project phasing. Phase I plans were completed by Civil Survey, ACHD’s contractor for the roadway project. The civil base is the foundation of the Site/Landscape plan for Phase II, provided with this submittal. In addition to parking and pedestrian facilities, the ACHD Cost Share agreement includes construction of a 14’ wide pedestrian crossing that shares the east side of the proposed vehicular bridge where Ten Mile Rd crosses Five Mile Creek. This will connect users to the Five Mile Pathway, Reta Huskey Park, and the park and pathway system at large. Completed roadway plans also provide a signaled pedestrian crossing of Ten Mile Road at the Trailhub location. Thanks in advance for your review and consideration.
