After speaking with my coordinator, I am happy to report that the temporary turn-around is not necessary, as long as the existing turnaround west of the stub street remains. Darrien, Thanks again for taking time to talk with me today about improvements to Aviator and here is the summary of our discussion. As I mentioned, when Compass Schools started development of this parcel they still maintained ownership of the property on the north side of Aviator. The new owner has recently had a pre-application meeting with the City of Meridian and are likely several months from solidifying their configuration and gaining plan approval. Based on their timing and hesitancy, we are presented with some design items to mitigate to keep our project on track. Below is a recap of what we covered. * North Side Aviator Improvements- * Full construction-In the report prepared by Dawn Battles for CZC approval, staff recommendation was to complete a 36-wide section on both sides as Compass School controlled parcels on either side of the road. The north side in now controlled by a separate entity as such a half road plus 12-feet is an acceptable solution to allow the north side to develop in manner to fit their design. * ACHD North Drainage Basin-As discussed, the proposed landscape buffer by the north parcel owners is only 20-feet wide and providing a permanent retention basin for the approximate 220 CF of storm water can be retained in a roadside borrow ditch. * Temporary cul-de-sac * Rather than a new cul de sac turn around, a similar solution we provided on another school site in Meridian was to allow turnaround to occur within the parking lot if necessary. We can verify that a WB-50 could turn through the parking lot. * Leaving the existing turnaround and easement in place will allow for turnarounds if needed and aligns with the north parcel’s preliminary design entrance. The new parking lot driveway entrance being approximately 155-ft east of this existing cul-de-sac. * Your suggestion of a hammerhead easement at the driveway I believe will satisfy ACHD’s criteria for terminating Aviator without a temporary cul-de-sac. I couldn’t locate that reference in the Policy Manual so if you could let me know what section that would be great. * Easement Indemnification Language * We are still trying to work with the north parcel to potentially obtain a temporary turnaround, their attorney provided the below revision to your text. I will share with the client that modification to your standard language will need to be reviewed by the County Attorney and it can be a lengthy timeline. I know that some of our proposed changes will require you to discuss more internally for approval so let me know what we can do on our end to help that along.
