Hello Dawn,
Thank you for the exhibit, yes that would be acceptable. Yes the ROW would be need to be dedicated by warranty deed
and yes the dollars would be refunded after 10 years similar to the future school flashers. I would generate a road trust
calculation once everyone is on board. I can send over what the cost would look like. I will verify with my supervisor just
to confirm.

I think Option 1 is really the best way to go for all parties. I’m attaching an exhibit of where we’d cut off, the PC of the
curb return. With that, I have a few follow up things.
I’m assuming we’d dedicate the right of way on our property only.
What would be the amount that would be placed in the road trust?
Would these dollars be refunded after 10 years similar to the future school flashers? (I have to believe the road
would get built but want to be sure.)

Good Morning Dawn,
After further discussion within the office you will have two options.
Option 1: Stop Gem Street just past the driveway and sidewalk into the school and road trust for the rest of the road.
Then it gets extended past the driveway to the school when there is connectivity, we don’t create an unused segment of
roadway (or a segment used for something other than intended) and the length of Gem Street is much closer to the 150’
with a viable turnaround and visible end of road sign from McDermott. If fire is ok with it we think that might be the best
solution. Essentially this option would eliminate the need for a turnaround as we are closer to the 150’ distance
requirement. This road trust would be separate from the flashers and would only extend to boundary line.
Option 2: Construct turnaround at the end of Gem Street
Here are the answers to the couple other question you had:

The speed limit sign will need to be installed due to the change in speed from McDermott even though we have a short
distance.
Your question about the requirement of flashers with other development in the area. So the reason the flashers is a
requirement for only Gem School is simply because you are constructing the school itself. So the installation of the
flashers are required anytime we have a school development. ACHD has determined that due to the current
development in the area that the need for the flashers now is not warranted therefore a road trust is being asked for.

Comment #25 indicated a need for a speed limit sign on Gem. Given the short distance I don’t thank we need one.
