RE: Victory Apartments CPAM, AZ H-2020-0065 To Meridian Planning and Zoning Commission and Staff and the Meridian City Council: Thank you for your consideration of the following comments and for adding them to the public record. I am opposed to amending the Meridian Comprehensive Plan to allow the rezoning of the Southwest corner of Victory Rd and Meridian Rd to R-15. This location does not meet Meridian’s documented expectations of what services exist in an area to be considered for high density development. ie. “ where high levels of urban services are provided.” There are no jobs, no shopping, no transit services, no parks and the schools are at or over capacity. The Agency reports in Meridian’s public record show the following: SCHOOLS: Per West Ada School District, the three schools that would support the Victory Apartment families (Mary McPherson Elementary, Victory Middle School and Meridian High School ) are at or near capacity. West Ada School district states it will need land and passage of a bond issue in order to meet additional school capacity. TRAFFIC: ACHD notes in its draft evaluation of the project that there are 1410 units across seven subdivisions currently under development in the vicinity of Victory and Meridian intersection . ACHD estimates 1,259 trips per day from the proposed Victory Apartments alone. There is no transit service available to serve this development. The proposed development will have 380 parking spaces . There is only one access to and from the proposed subdivision. That access is directly across from Strada Bellissima and is only 621ft from the intersection of Victory and Meridian Roads. The Strada Bellissima entrance is also a school bus stop. There is no turn lane on Victory and, according to ACHD, no room to widen Victory due to the Ridenbaugh canal. As mentioned in comments from Strada Bellissima residents, they already have difficulties exiting their subdivision during peak hours. PROPERTY VALUES: Meridian Comprehensive Plan policy promises to make decisions, including land use restrictions and conditions of approval that do not violate private property rights and to Preserve private property rights and values by enforcing regulations that will prevent and mitigate against incompatible and detrimental neighboring uses. . The surrounding area consists of high dollar ($500K+) single family homes in Strada Bellissima, Bear Creek, Timberline, Jocelyn and Observation Point subdivisions. High Density development would be detrimental to our and our neighbor’s private property value and our quality of life. ALTERNATIVE: Zoning and development that compliments Strada Bellissima and Observation Point; L-O or C-G with R-4 transition would be a better fit to the area and would bring additional services to the immediate community. It would meet Meridian Comprehensive Plan ( 3.07.02B) “ Locate smaller-scale neighborhood-serving commercial and office use clusters so they complement and provide convenient access from nearby residential areas, limiting access to arterial roadways and multimodal corridors”. Please reject the R-15 zoning amendment.
