To Chris Johnson: I, Brian Garland, adamantly oppose the rezoning of the parcel located on the SW corner of Victory and Meridian road from medium density to medium high density. JUB’s proposed apartment complex plan will cause severe traffic issues. Victory Rd west of Meridian Rd and east of Stoddard is a two lane narrow street winding around the canal causing field of vision concerns/slower traffic pace and increased chances of accidents. Not only will this contribute to an already overcrowded traffic situation on Meridian and Victory roads, but Stoddard will also see an increase. In 2017, after the Fall Creek subdivision started construction, traffic on Stoddard increased to over 5,000 vehicles per day. I know this because I was the person who requested that traffic study in the hope of getting a stop light installed at Stoddard and Kodiak. This traffic level has since increased over the last three years as Fall Creek nears final completion. Besides the increased use by new residents, Stoddard is routinely used as a shortcut and Meridian Rd bypass to get to and from the Overland Walmart and Lowes. This new proposed apartment complex, coupled with other new subdivisions north of Victory, would just exacerbate this traffic on Stoddard greatly. Because of the existing church, Victory middle school and Bear Creek park, all in close proximity to one another, traffic is already very hectic and potentially dangerous at times. This is especially bad around school hours in the mornings and afternoons. If the City of Meridian insists on allowing the building of an apartment complex at Victory and Meridian roads it should require adherence to the current zoning (that zoning was put in place for a good reason!) of medium density (fewer units), more than the one enter/exit or move enter/exit to Meridian road, preferably southbound only (residents of the complex to shoulder this traffic issue) and the developer should be required to pay the school expense impact.
