Please reject the request by J-U-B Engineers to amend the future use land map and to rezone the 18.45 acres of land at
the southwest corner of Victory and Meridian roads from Medium Density Residential (MDR) to Medium High Density
Residential (MHDR). As concerned Meridian residents who reside at 250 W. Galvani Dr. in the Strada Bellissima
subdivision, this change request to rezone is unacceptable for the following reasons:
1) Victory Road congestion will be intolerable without significant traffic design changes to Victory Road and to the
intersection at Victory and Meridian. Agency comments already indicate that the traffic load on Victory Road
will increase to an estimated 1,259 trips per day from the proposed apartment complex. That is more than 4
times greater than the current traffic load that Victory Road can sustain. And there is no public transportation in
the area that could reasonably offset the estimated growth in traffic.
2) The only entrance to the proposed apartment complex is directly across from the entrance to Strada Bellissima
at S Alfani Way. The increase in traffic load will directly and immediately severely impact the ability of residents
of Strada Bellissima to exit our subdivision to turn left onto Victory Road. It is already difficult to make that exit
due to the increased traffic that has been added from recent subdivisions that have been newly built or
expanded to the west of the Alfani entrance to Strada Bellissima. Furthermore the entrance to Strada
Bellissima is a school bus stop. The increased risk to our children due to frustrated drivers is not an acceptable
risk to take on.
3) Schools are overcapacity. Adding 188 apartments in this area will only add to an already overcrowding
problem. This problem requires, at a minimum, a clearly defined, funded and approved plan to add school
capacity at all three levels - elementary, middle and high school – prior to approving any rezone to a higher
density designation.
4) Quality of life and Property Values must be protected. As a resident near the entrance to Strada Bellissima and
one that faces Victory Road directly, the increase in traffic noise and sirens from what will surly be an increase in
police and fire vehicles responding to traffic accidents and traffic violations will bring down the desirability to
live in this subdivision and the property value will decline with that. The Meridian Comprehensive Plan policy
promises to make decisions, including land use designations, that do not violate property rights and that do
preserve property values by enforcing regulations that will prevent and mitigate against incompatible and
detrimental neighboring uses. If this rezone is approved and an apartment complex is built it will be in direct
conflict with the Comprehensive Plan policy and principles.
In summary, please accept these comments and appeal as you consider the request to make a rezone request. We
appreciate your time and careful consideration in this matter.
