Revised NarrativeExisting Certificate of Zoning Compliance A Certificate of Zoning Compliance was issued on July 31, 2018 for the Pine 43 Apartments. The official file number for the permit is Pine 43 Apartments (phase 1) – A-2018-199 (CZC, DES.) The CZC included landscape plans and a site plan for the Pine 43 Apartments showing the segment of the Jackson Drain that runs through the Pine 43 Apartments property as open. If our request for a modification of the existing CZC is approved, the existing site plan and landscape plan in the CZC permit will be replaced with updated site plans depicting the piping of a portion of the Jackson Drain. Proposed Enhancement of a Segment of the Jackson Drain Our client is proposing to pipe an approximately 150’ segment of the Jackson Drain on the western side of the Pine 43 Apartments property. This area of the Jackson Drain is being piped to improve accessibility between the northern and southern areas of the site, and to improve the safety of the areas that are adjacent to the Jackson Drain; there is currently a very steep slope adjacent to the Jackson Drain in the west portion of the site. The piping of this segment of the Jackson Drain will also greatly improve the property owner’s ability to maintain the vegetation bordering the Jackson Drain. The portion of the Jackson Drain that is not piped will have the bottom of the drain raised to reduce side slopes and to improve water flow in the drain. Enhancements to the site allow the Jackson Drain to be considered a water amenity. Slopes have been reduced to no greater than 1-foot vertical per 4-feet horizontal. Flows in the Jackson Drain are not seasonal and are infrequent. The normal water depth is estimated to be no greater than 0.25-feet with a maximum velocity of 0.5 feet per second.
