As a member of this community I have seen a huge increase of traffic in this area. Meridian and Calderwood intersection is no longer safe due to the increase of traffic. The Dutch Brothers traffic flow causes a huge problem for residents as their flow allows cars to back up onto Calderwood and then Meridian Rd. If housing must be built I would highly recommend that it be single family housing as this area can not handle multiple family housing units. Please do a research of the accidents between Victory and Overland on Meridian and you too will see that there are a large amount of accidents for the area. Our residents need to feel safe while driving and must have safe entrance and exit access to and from their existing subdivisions. 1) Schools Overcapacity: 8/4/20 Agency Comments – West Ada School District reports that Mary McPherson Elementary , Victory Middle School and Meridian High School are all operating at or above capacity. "New residents cannot be assured of attending the neighborhood school….” West Ada School district will need land and passage of a bond issue in order to meet additional school capacity. 2) Victory Road Congestion: Agency Comments - ACHD Draft evaluation of project states that there are 1410 units across seven subdivisions currently under development in the vicinity of Victory and Meridian intersection. Victory Road can sustain 279 vehicles per hour. Average daily traffic count for Victory Rd was 3398 in Jan 2020. ACHD notes there is no transit service available to serve this site. 3) Access Point Congestion: Proposed development will have 380 parking spaces. There is only one access to and from proposed subdivision. That access is directly across from Strada Bellissima and only 621ft from the intersection of Victory and Meridian Roads. The Strada Bellissima entrance is also a school bus stop. There is no turn lane on Victory and, according to ACHD, no room to widen Victory due to the Ridenbaugh canal. Traffic during peak hours already backs up from the traffic light to close to the S-curve ¼ mile West. This amount traffic is not able to exit the area within one traffic light cycle. Strada Bellissima residences have already commented about the difficultly in exiting the subdivision during peak hours. 4) JUB Engineering states the following reason for rezoning from R-8 to R-15, “ Given the unusual configuration of the subject property…., it would not be feasible to construct the infrastructure for single-family ….” . JUB provides no evidence to back this statement. However, in contrast, the Jocelyn Park Subdivision, ¼ mile west, HAS found it feasible to develop R-8 single-family homes on 13.3 acres; 5 acres less than the 18.45 acres in this proposed development. 5) R-15 is NOT compatible with R-8, R-4, R-1 in the area: The surrounding area consists of higher end ($500K+) single family homes in Strada Bellisima, Bear Creek, Timberline and Jocelyn subdivisions. The existing high density apartment complex on the Southeast corner should meet the area’s absorption rate and the goal to “ avoid the concentration of any one housing type or lot size in any geographical area” (MDR policy).
