I’ve included my name with my statement as per your request. I didn’t originally do so wanting to avoid possible
harassment from those opposing my opinion but I feel so strongly about this issue that I am willing to accept that risk.
I Melody Garland adamantly oppose the rezoning of the parcel located on the SW corner of Victory and Meridian road
from medium density to medium high density. JUB’s proposed apartment complex plan will cause severe traffic issues.
Victory Rd west of Meridian Rd and east of Stoddard is a 2 lane narrow street winding around the canal causing field of
vision concern/slower traffic pace. There is already current issue accessing Victory Rd from both S Alfani way and
Stoddard, the proposed Victory Apartment Complex with 380 parking spaces and Victory road being the only enter/exit
will make access at S Alfani and Stoddard nearly impossible. Traffic backup at the Meridian/Victory intersection and all
along Meridian and Victory roads will worsen. The City’s accounting of the number of traffic incidents in that area will
most likely drastically increase.
JUB’s “The Enclave” has caused a severe traffic problem on and around Locust Grove. It was challenging for residents of
the Wilson lane complex and customers/employees of the businesses north of Wilson lane to enter/exit onto Locust
Grove before “The Enclave” went in, it’s now nearly impossible; drivers are now forced to reroute and go around and
through the business parking lots. Putting in a complex similar to “The Enclave” at Locust Grove which is located behind
commercial property & next to another high density/lower income complex) will have a much different (NEGATIVE!)
impact on the property values of the homes situated in/around the area of the proposed Victory Apartments complex.
Due to the huge number of people relocating to this area, West Ada school district is extremely over crowded, the last
thing Meridian needs is more high density complexes funneling the corresponding high number of children into the most
over crowded schools. Bonds to fund the school budget drives up property taxes (West Ada is trying to pass yet another
bond). The jump in property taxes every year is concerning (mine went up $ 500 last year) at this rate upon retirement
my fixed budget won’t be able to support the continued jumps. If the City of Meridian insists on allowing the building of
an apartment complex at Victory and Meridian roads it should require adherence to the current zoning (that zoning was
put in place for a good reason!) of medium density (fewer units), more than the one enter/exit or move enter/exit to
Meridian road, preferably southbound only (residents of the complex to shoulder this traffic issue) and the developer
should be required to pay the school expense impact.
