The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization
(MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to
evaluate whether land developments are consistent with the goals of Communities in Motion 2040 2.0 (CIM 2040),
the regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be
prescriptive, but rather a guidance document based on CIM 2040 2.0 goals.

Recommendations
This proposal exceeds growth forecasted for this area. Transportation infrastructure may not be able to support the
new transportation demands. The proposal is on the fringe of urban development in an area removed from
employment centers and existing public transportation. The closest transit services are located more than two
miles away. ValleyConnect 2.0 proposes bus service along Lake Hazel Road from south Meridian to downtown
Eagle with 30-minute frequencies in the peak hours. The closest bus stop would be less than 1/2 mile in distance
when that route is operational. Both Eagle Road and Lake Hazel Road are programmed for improvements in the
COMPASS Transportation Improvement Program. Eagle Road will be widened, from Lake Hazel Road to Amity
Road, to five lanes with sidewalks and a level three bike facility (Key #RD216-04). Construction is scheduled for
2021. Lake Hazel Road will be widened, from Eagle Road to Cloverdale Road, to five lanes with multi-use pathways
(Key #RD209-18). Construction is scheduled for 2024.

five lanes with curb-gutter, sidewalk, and level three bike lanes. Project
includes enhanced pedestrian crossing facility at Rome Drive and a
roundabout at Eagle Road and Zaldia Drive.
