Broadway Avenue#102 Boise ID 83702 2082877900 Meridian, ID 83642 Fax 208.287.7909 www.adacounty.id.gov RE: H-2020-0079/Skybreak Subdivision/7020 S Eagle Road Department Divisions Sonya Building Community Planning Engineering&Surveying The City of Meridian has requested feedback regarding a proposed annexation and Permitting preliminary plat for the Skybreak Subdivision, which will consist of 353 single- Ada County Commissioners family homes on 80.5 acres at 7020 S. Eagle Road. The property is located in Diana Lachiondo,First District unincorporated Ada County within the Meridian Area of City Impact. The proposed Patrick Malloy,Second District density of 4.4 dwelling units per acre is in conformance with Meridian's Future Land Kendra Kenyon, Third District Use Map, as adopted by Ada County, as it designates the site as Medium Density Residential, which is intended for residential development at densities of between three to eight dwelling units per acre. The application is supported by the Ada County Comprehensive Plan as Goal 2.2f encourages residential development to occur at urban densities within Areas of City Impact where urban public facilities are available. The pedestrian path proposed along the Farr Lateral is supported by Goal 1.2d, as it encourages the enhancement of manmade drainage ways as valuable resources for recreational pathways and pedestrian and bicycle transportation routes. The proposed pathway along Ten Mile Creek is also in conformance with Goal 1.2e, which encourages multiple uses of natural creeks, including hiking. The layout of the subdivision also complies with many of the goals of the Meridian Comprehensive Plan, as adopted by Ada County. The proposal to include 15 acres of landscaped common area within the project including playgrounds, dog parks, seating areas and pedestrian paths is in compliance with Goal 3.07.02A, which encourages usable opens space to be incorporated into new residential subdivisions. The pedestrian connections which are proposed throughout the development and to the surrounding properties to the north, south and east are compatible with Goal 3.07.02C which requires pedestrian access in all new development to link subdivisions together to promote neighborhood connectivity. While public streets with sidewalk are proposed for the majority of the subdivision,private roads without sidewalk appear to be proposed within the gated portion. The construction of new residential streets without sidewalk would be discouraged by Goal 3.07.02B of the Meridian Comprehensive Plan, as it calls for new residential neighborhoods to provide complete streets with sidewalk. It is recommended that sidewalk be required in order to provide improved safety and walkability for future residents. Thank you for this opportunity to provide feedback.
